SUBJECT: Council Appointments to Various City Commissions, Boards, and
Committees
DATE: January 28, 2025
RECOMMENDATION:
1) Adopt a Resolution approving appointments to the various City Commissions, Boards,
and Committees; and
2) Determine that approving appointments to the various City Commissions, Board, and
Committees is not a project subject to the California Environmental Quality Act (“CEQA”)
because it has no potential to result in either a direct, or reasonably foreseeable indirect,
physical change in the environment. (State CEQA Guidelines, Cal. Code Regs., tit. 14,
§§ 15060, subd. (c)(2)-(3), 15378.).
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact and minimal staff impact associated with preparing the staff
report for this action.
BACKGROUND:
Pursuant to Council policy, the Mayor and each Council Member shall recommend one
representative to each respective Commission/Board/Committee, subject to approval by
a majority of the Council. With the exception of filling unscheduled vacancies, this process
occurs every two years following an election. Members of each respective
Commission/Board/Committee shall serve for a term ending January 31st following the
expiration of the term of the respective appointing Mayor or Council Member. All
Commission, Board, and Committee members serve at the discretion of the Council.

The current list of City Commissions, Boards, and Committees, collectively referred to as
Advisory Bodies, is as follows:
Architectural Review Committee (ARC)
Community Service Grant Program Committee (CSGC)
Downtown Parking Advisory Board (DPAB)
Planning Commission
Tourism Business Improvement District (TBID) Board
ANALYSIS OF ISSUES:
After each election year, the City Council makes appointments and/or reappointments to
the various Advisory Bodies. On January 31, 2025, there will be several Advisory Body
Members whose terms will be expiring. Traditionally, the Mayor and Council Members
are responsible for reviewing active applications on file, seeking new applicants, or
reappointing current members to serve another term, as appropriate.
Mayor Ray Russom and Council Members Loe and Maraviglia, who were elected in the
November 5, 2024, General Municipal Election, have reviewed applications for individuals
interested in serving on the various Commissions, Boards, and Committees, and are
recommending the appointment or reappointment of the individuals listed in Exhibit A of
Attachment 1. As of the date of this report, the ARC, CSGC, DPAB, and TBID will have
vacancies after this round of appointments. Council Members will continue to have the
opportunity to review active applications on file and seek additional applicants for these
boards and commissions. Recommendations for these vacancies will be presented to the
City Council for approval at a future meeting. Those vacancies are shown in Exhibit A of
Attachment 1.
Additionally, as shown in Exhibit A of Attachment 1, Council Member Guthrie is
recommending the appointment of Sarah Kunkle to the TBID Board due to an anticipated
unscheduled vacancy as a result of movement within the advisory bodies.
ALTERNATIVES:
1. Adopt a resolution approving the recommended appointments and/or
reappointments set forth in Exhibit A of Attachment 1;
2. Modify and adopt a resolution approving appointments and/or reappointments to
the various Commissions, Committees, and Boards;
3. Do not approve the recommended appointments and/or reappointments; or
4. Provide other direction to staff.
ADVANTAGES:
These appointments will provide City representation on the various City Commissions,
Boards, and Committees. The proposed appointments are consist ent with past practice.

DISADVANTAGES:
No disadvantages are identified as long as the appointments reflect the desired
representation by the City Council on these Commissions, Boards, and Committees.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item. Approving appointments to the various
City Commissions, Board, and Committees is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct,
or reasonably foreseeable indirect, physical change in the environment. (State CEQA
Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARROYO GRANDE MAKING
APPOINTMENTS TO VARIOUS COMMISSIONS,
BOARDS, AND COMMITTEES AND FINDING THAT
THIS ACTION IS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
WHEREAS, pursuant to Council policy, the Mayor and each Council Member shall

subject to approval by a majority of the Council; and
WHEREAS, with the exception of filling unscheduled vacancies, this process occurs

WHEREAS, members of each respective Commission, Board, and Committee shall

respective appointing Mayor or Council Member; and
WHEREAS, Mayor Ray Russom and Council Members Loe and Maraviglia, who

WHEREAS, Council Member Guthrie is recommending the appointment of Sarah
Kunkle to the Tourism Business Improvement District (TBID) due to the vacancy created by
Mayor Ray Russom’s appointment of Jared Worthen to the Planning Commission, as Jared
Worthen was Council Member Guthrie’s prior appointee to the TBID; and
WHEREAS, all Commission, Board, and Committee members serve at the
discretion of the Council; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande
does hereby resolve as follows:
1. Recitals. The above recitals are true and correct and are incorporated herein by
reference.
2. The individuals listed in Exhibit A are hereby appointed or reappointed to the
respective Commissions, Boards, and Committees as indicated.
3. Environmental Review. The City Council hereby determines that approving
appointments to the various City Commissions, Board, and Committees is not a project
subject to the California Environmental Quality Act (“CEQA”) because it has no potential
