SUBJECT: General Plan Update Progress Report – January 2025

RECOMMENDATION:
Receive and file a progress report on the Comprehensive General Plan Update.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The financial and personnel impacts associated with this progress report are included in
the budget for the Comprehensive General Plan Update.
BACKGROUND:
The most recent progress report was provided for the City Council on November 26,
20241. That report described the initial work efforts for the land use alternatives phase of
the project. These activities included outreach efforts such as a postcard that was mailed
to every mailbox in the City, a pop-up event at the Soto Sports Complex, and an online
mapping exercise.
ANALYSIS OF ISSUES:
Work continues to be done on the current phase of the project, which consists of
evaluating and developing land use alternatives for growth and development over the life
of the new General Plan. The mapping exercise asked the community to identify their
preferred land use for three focus areas that were identified through previous public
outreach efforts. Those three focus areas were the E. Grand Avenue corridor, the North
Fair Oaks agricultural parcels, and the Fredrick’s property. The results of the mapping
exercise were analyzed to create land use alternatives and concepts that will be
presented at the community workshop scheduled for February 5, 2025 , at 6:00 PM in the
Council Chamber.

At the workshop, the various land use alternatives will be presented as land use diagram
maps. Staff and the consultant team are currently analyzing the potential impacts of each
alternative on job creation, housing capacity, and the built environment. The input
received from the public at the workshop will be used to further refine the land use
alternatives that are presented to the Planning Commission and City Council.
At the conclusion of the activities planned for this phase, the land use alternatives will be
presented to the Planning Commission in March 2025 for a recommendation, then
ultimately to the City Council to select a preferred land use alternative during a meeting
in April 2025. The preferred land use alternative will shape the land use map and guide
the preparation of General Plan goals, policies, and implementation programs.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:

1. Receive and file this progress report on the Comprehensive General Plan Update;
or
2. Provide other direction to staff.
ADVANTAGES:
Regular updates to the City Council will inform decision -makers and the community on
the status of the project.
DISADVANTAGES:
None identified.
ENVIRONMENTAL REVIEW:
No environmental review is required to receive and file this progress report on the General
Plan Update because it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Guidelines, Cal.
Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.).
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
