A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARROYO GRANDE APPOINTING TRICIA
KESSELRING TO THE TOURISM BUSINESS
IMPROVEMENT DISTRICT ADVISORY BOARD AND
MIKE HARRIS TO THE ARCHITECTURAL REVIEW
COMMITTEE AND FINDING THAT THIS ACTION IS
EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
WHEREAS, pursuant to Council policy, the Mayor and each Council Member shall
recommend one representative to each respective Commission, Board, or Committee,
subject to approval by a majority of the Council; and
WHEREAS, every two years following an election, newly seated Council Members
recommend appointments to various commissions, committees, and boards; and
WHEREAS, two vacancies remain unfilled on the Tourism Business Improvement
District (TBID) Advisory Board; and
WHEREAS, one vacancy remains unfilled on the Architectural Review Committee
(ARC); and
WHEREAS, members of each respective Commission, Board, and Committee shall
serve for a term ending on the January 31st following the expiration of the term of the
respective appointing Mayor or Council Member; and
WHEREAS, Council Members Loe has reviewed applications for individuals
interested in serving on the TBID Advisory Board and is recommending the appointment of
Tricia Kesselring; and
WHEREAS, Council Member Loe has reviewed applications for individuals
interested in serving on the ARC and is recommending the appointment of Mike Harris; and
WHEREAS, all Commission, Board, and Committee members serve at the
discretion of the Council; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande
does hereby resolve as follows:
1. Recitals. The above recitals are true and correct and are incorporated herein by
reference.
2. Tricia Kesselring is hereby appointed to the TBID Advisory Board.

3. Mike Harris is hereby appointed to the ARC.
4. Environmental Review. The City Council hereby determines that approving the
appointments to the ARC and the TBID Advisory Board is not a project subject to the
California Environmental Quality Act ("CEQA") because it has no potential to result in
either a direct, or reasonably foreseeable indirect, physical change in the environment.
(State CEQA Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.)
4. Effective Date. This Resolution shall take effect upon adoption.
On motion by Council Member Guthrie, seconded by Council Member Loe, and by the
following roll call vote to wit:
AYES: Council Members Guthrie, Loe, Maraviglia, Mayor Pro Tem Secrest, and
Mayor Ray Russom
NOES: None
ABSENT: None
the foregoing Resolution was adopted this 11th day of February, 2025.
