A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE RECOMMENDING TO THE COUNTY
BOARD OF SUPERVISORS APPROVAL OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR
YEAR 2025
WHEREAS, via a Cooperative Agreement with the County of San Luis Obispo
(hereinafter referred to as "County") executed by the City of Arroyo Grande ("City") on
June 16, 2023, the City agreed to become a participant for a period of three years (2024-
2026) with the County and other cities therein as an "Urban County" under the Federal
Department of Housing and Urban Development (hereinafter referred to as "HUD")
Community Development Block Grant (CDBG) program; and
WHEREAS, the City receives CDBG funds through the County; and
WHEREAS, the County administers the CDBG program, including preparation, adoption,
and annual updates to a Consolidated Plan that are approved by HUD following adoption
by the County; and
WHEREAS, under the Cooperative Agreement, the City retains the authority to determine
which projects are to be funded with its allotment of CDBG funds; and
WHEREAS, the City expects to receive $64,255 in CDBG funds in 2025; and
WHEREAS, on September 3, 2024, the County released a "Notice of Funding Availability"
for projects to be funded by the 2025 CDBG programs, which provided that proposals
were to be submitted by October 6, 2024; and
WHEREAS, the City Council reviews applications and recommends to the County Board
of Supervisors applications to be included as CDBG projects for funding in the 2025
Action Plan, which establishes the funding priorities for the entitlement jurisdiction; and
WHEREAS, at its meeting on November 26, 2024, the City Council considered
preliminarily funding recommendations for CDBG projects for the Program Year 2025;
and
WHEREAS, on February 11, 2025, the City Council considered the City's 2025 CDBG
projects for final approval.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby recommends that the Board of Supervisors for the County of San Luis
Obispo adopt the 2025 Action Plan, including the programs listed in Exhibit "A" attached
hereto and incorporated herein by this reference, to be funded with the City's allocation
of 2025 CDBG funds.

On motion of Council Member Guthrie, seconded by Council Member Loe, and on the
following roll call vote, to wit:
AYES: Council Members Guthrie, Loe, Maraviglia, Mayor Pro Tem Secrest, and
Mayor Ray Russom
