HomeMy WebLinkAboutCC 2025-02-25_11b Measure E-24 Committee_PP Establishment of a Measure E-24 Citizen Sales Tax Oversight Committee 1 Measure E-24 Passed by voters in the November 2024 General Municipal Election. Increases the local sales tax rate in Arroyo Grande by 1% (from 7.75% to 8.75%) beginning April 1st. Estimated to generate approximately $6 million annually. Included ballot language regarding citizen oversight. 2 Citizen Oversight Committee Not required, but a Citizen Sales Tax Oversight Committee (CSTOC) is one approach to accomplish oversight. CSTOC could review E-24 annual reports, advise and provide feedback on allocation of E-24 funds. Findings of the CSTOC would be reported to the City Council. Committee would consist of 5 members appointed by City Council. Residents with experience in public finance, government, or business; Representatives from key community organizations and service groups; Individuals with backgrounds in urban planning, public safety, or infrastructure development; or General residents of the City. 3 Discuss and provide direction regarding the creation of a Citizen Sales Tax Oversight Committee to review the annual revenue and expenditure report before presentation to the City Council, and which is mailed to the residents, on the allocation and use of sales tax revenues collected through Measure E-24.
