1. CALL TO ORDER
Mayor Ray Russom called the Regular City Council Meeting to order at 6:03 p.m.
2. ROLL CALL
City Clerk Matson took roll call.
3. MOMENT OF REFLECTION

Mayor Ray Russom led the flag salute.
5. AGENDA REVIEW
City Clerk Matson stated that the City has various technical options for people to attend remotely,
however the City was experiencing technical difficulties with the Zoom platform.
5.a Closed Session Announcements
None.
5.b Ordinances read in title only
Moved by Mayor Ray Russom
Seconded by Council Member Guthrie

Move that all ordinances presented at the meeting shall be read by title only and all further
readings be waived.

6. SPECIAL PRESENTATIONS
6.a Introduction and Oath of Office - Police Officer Jessika Reif
Chief Martinez introduced Police Officer Jessika Reif and highlighted her educational and
professional background. City Clerk Matson administered the Oath of Office.
6.b City Manager Communications
City Manager Downing provided an update regarding a Police Department audit of operations
which resulted in meeting state and federal requirements; a SLO County Fire controlled burn
and training; and the weather system moving through the city.
No action was taken on this item.
Receive correspondence/comments as presented by the City Manager and Provide direction, as
necessary.
7. CITY COUNCIL REPORTS
None.
Reports are made during the Second Council Meeting each month.
8. COMMUNITY COMMENTS AND SUGGESTIONS
City Clerk Matson made a statement that, due to technical difficulties with the Zoom platform, members
of the public participating remotely could submit public comment via email to
publicomment@arroyogrande.org during the meeting.
Mayor Ray Russom invited public comment. No public comments were received. Mayor Ray Russom
announced that public comment would remain open until the end of the meeting to accommodate any
members of the public who who would like to submit written public comment.
9. CONSENT AGENDA
Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from the
consent agenda for further discussion. Council Member Maraviglia reported a potential conflict of
interest and recused herself from Item 9.i. due to her relationship with an applicant.
Mayor Ray Russom invited public comment. No public comments were received.
Council commented on Item 9.i. and thanked the Committee.

Approve Consent Agenda Items 9.a. through 9.h., with the exception of Item 9.i., with the
recommended courses of action.

9.a Cash Disbursement Ratification
Reviewed and ratified the attached listing of cash disbursements for the period of February 1
through February 15, 2025.
9.b Statement of Investment Deposits for January 2025
Received and filed the report listing investment deposits of the City of Arroyo Grande as of
January 31, 2025, as required by Government Code Section 53646(b).
9.c Fiscal Year 2024-25 Second Quarter Status Report and One Budget Adjustment Request
Approval
Received and filed the Fiscal Year 2024-25 Second Quarter Financial Status Report and
approved one Budget Adjustment Request in the amount of $48,200 for the Traffic Signalization
Special Revenue Fund.
9.d Agreement for Auditing Services
Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUT
AN AGREEMENT WITH MOSS, LEVI, & HARTZHEIM LLP TO PROVIDE AUDITING
SERVICES IN SUBSTANTIALLY FINAL FORM".
9.e Approval of Minutes
Approved the minutes of the Regular City Council Meeting of February 25, 2025, as submitted.
9.f Appointment to the Tourism Business Improvement District Advisory Board
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPOINTING CHIASA NAKAZONO-KLAPPER TO THE TOURISM
BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD AND FINDING THAT THIS
ACTION IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT"; and
2) Determined that approving the appointment to the Tourism Business Improvement District
Advisory Board is not a project subject to the California Environmental Quality Act (“CEQA”)
because it has no potential to result in either a direct, or reasonably foreseeable indirect,
physical change in the environment. (State CEQA Guidelines, Cal. Code Regs., tit. 14, §§
15060, subd. (c)(2)-(3), 15378.).
9.g Establishment of a Citizens’ Sales Tax Oversight Committee and Adoption of Committee
Bylaws

1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ESTABLISHING A CITIZENS’ SALES TAX OVERSIGHT COMMITTEE
FOR THE OVERSIGHT OF MEASURE E-24 FUNDS AND ADOPTING COMMITTEE
BYLAWS"; and
2) Determined that adopting a Resolution establishing a Citizens’ Sales Tax Oversight
Committee and adopting Committee Bylaws is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines,
§§ 15060 (c)(2) and (3), 15378.).
9.h Receipt of Results from the Council Goal Setting Workshop
Received and accepted the results of the Council Goal Setting Workshop held on February 10,
2025.
9.i Approval of Arroyo Grande Community Service Grant Program Allocations for Fiscal Year
2024-25

Seconded by Council Member Guthrie
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING ARROYO GRANDE COMMUNITY SERVICE GRANT
PROGRAM PROJECTS FOR FISCAL YEAR 2024-25"; and
2) Determined that adopting the Resolution is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines,
§§ 15060, subd. (c)(2)-(3), 15378.)

ABSENT (1): Council Member Maraviglia

10. PUBLIC HEARINGS
10.a Amendments to Title 13 of the Arroyo Grande Municipal Code Regarding the Regulation
of Water Wells
Community Development Director Pedrotti presented the Item and responded to questions from
Council.
Mayor Ray Russom opened the public hearing. Upon hearing no public comments, Mayor Ray
Russom closed the public hearing.

1) Introduce an Ordinance entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE AMENDING CHAPTER 13.08 OF THE ARROYO GRANDE
MUNICIPAL CODE REGARDING WATER WELLS”; and
2) Find that the Ordinance is exempt from the California Environmental Quality Act (CEQA)
because it will not result in a direct, or reasonably foreseeable indirect, physical change in the
environment (State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15061, subd. (b)(3); 15307;
15308; and 15378, subd. (b)(5)).

Council Member Loe, Mayor Ray Russom

11. BUSINESS ITEMS
None.
12. COUNCIL COMMUNICATIONS
Mayor Pro Tem Secrest commented on the positive experience of the City Council Goal-Setting
Workshop; commended the Community Services Grant Program Committee; commented on the
General Plan Update Ad Hoc Committee; and commented on her participation as a judge for the Lions
Club speech competition.
Mayor Ray Russom thanked staff, Council Member Guthrie and Mayor Pro Tem Secrest for attending
the LOCC Channel Counties Division Dinner.
Mayor Ray Russom closed the Public Comment period.
13. ADJOURNMENT
There being no further business to come before the City Council, Mayor Ray Russom adjourned the
meeting at 6:30 pm.
