The Brown Act restricts the Council from taking formal action on matters not published on the agenda. The City Council may approve the remainder of the Consent Agenda on one motion. 9.a Cash Disbursement Ratification Page 3 of 98 (VALENTINE) Recommended Action: Review and ratify the attached listing of cash disbursements for the period of March 16 through March 31, 2025. 9.b Approval of Minutes (MATSON) Recommended Action: Approve the minutes of the Regular City Council Meeting of April 8, 2025, as submitted. 9.c Second Amendment to the Police Department Firearms Range License Agreement (MARTINEZ) Recommended Action: 1) Authorize the City Manager to execute the Second Amendment to the License Agreement with HIOJT Ranches to provide for the use of real property for a Police Department Firearms Range, subject to any minor, technical, or non-substantive changes as approved by the City Manager in consultation with the City Attorney; and 2) Find that entering into the proposed Second Amendment to the License Agreement (the “Second Amendment”), included as Attachment 1 and incorporated herein, is not a project subject to CEQA because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060 (c)(2) and (3), 15378.) Alternatively, the signing of the proposed amendment is exempt from CEQA on the basis that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (State CEQA Guidelines, § 15061, subd. (b)(3).). 9.d Monthly Water Supply and Demand Update (ROBESON) Recommended Action: Receive and file the Monthly Water Supply and Demand Update. 9.e General Plan Update Progress Report – April 2025 (PEDROTTI) Recommended Action: Receive and file a progress report on the Comprehensive General Plan Update. 9.f Amendments to Titles 2 and 3 of the Arroyo Grande Municipal Code Regarding Bylaws for the City’s Advisory Bodies (PEDROTTI) Recommended Action: 1) Adopt an Ordinance amending Titles 2 and 3 of the Arroyo Grande Municipal Code relating to the bylaws for various City bodies; and 2) Find that the Ordinance is exempt from the California Environmental Quality Act (CEQA) because it will not result in a direct or reasonably foreseeable indirect physical change in the environment. (State CEQA Guidelines section 15060, subd. (c)(2); 15061(b)(3)). Page 4 of 98 10.PUBLIC HEARINGS 10.a City Workforce Vacancies, Recruitment and Retention Trends Presentation (Assembly Bill 2561) (GARCIA) Recommended Action: 1) Conduct a public hearing regarding and receive and file the City of Arroyo Grande Workforce Vacancies, Recruitment, and Retention Trends presentation for the year ending December 31, 2024, to comply with Assembly Bill 2561; and 2) Find that the presentation about workforce vacancies, recruitment and retention trends is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060 (c)(2) and (3), 15378.) 11.BUSINESS ITEMS 11.a Review the Plan for Pavement Management (ROBESON) Recommended Action: Review and provide direction on the City’s plan for pavement management. 12.COUNCIL COMMUNICATIONS Any Council Member may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council policies and procedures, Council Members may request staff to report back to the Council at a subsequent meeting concerning any matter or request that staff place a matter of business on a future agenda. Any request to place a matter of business for original consideration on a future agenda requires the concurrence of at least two other Council Members. 13.ADJOURNMENT All staff reports or other written documentation, including any supplemental material distributed to a majority of the City Council within 72 hours of a regular meeting, relating to each item of business on the agenda are available for public inspection during regular business hours in the City Clerk’s office, 300 E.
