MEMORANDUM TO: City Council FROM: Brian Pedrotti, Director of Community Development BY: Andrew Perez, Planning Manager SUBJECT: General Plan Update Progress Report – April 2025 DATE: April 22, 2025 RECOMMENDATION: Receive and file a progress report on the Comprehensive General Plan Update . IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The financial and personnel impacts associated with this progress report are included in the budget for the Comprehensive General Plan Update. BACKGROUND: The most recent progress report was provided for the City Council on March 25, 20251. That report described the methodology for obtaining public input on the four land use scenarios, including the community workshop, online survey, and meetings with the General Plan Citizen’s Advisory Group. On April 8, 20252, the City Council adopted a preferred land use scenario for the General Plan Update. The adopted land use scenario will be used to establish the new land use map and assign a land use designation for every parcel within city boundaries. This designation will identify the type, intensity, and general distribution of uses of land for housing, business, industry, open space, education, public facilities, and other categories of public and private uses. The map becomes the general framework and road map to allow the drafting of the various policy elements of the General Plan. ANALYSIS OF ISSUES: The adopted land use scenario will increase residential densities across all land use designations and introduce a new land use designation for E. Grand Avenue to encourage revitalization of the corridor. The goals, policies, and implementation strategies will serve as the City’s blueprint for growth and development for the duration of the General Plan. A minimum of three (3) public engagement events are planned during this phase. An economic development workshop will be held to better understand the existing conditions from the perspective of local small businesses, identify obstacles to their continued operation in the City, discuss opportunities for growth, and define specific policies or programs the City can implement to foster small business development. A pop-up booth at local community events will allow staff to solicit input on the drafting of the Environmental Justice Element, as required by the State. The third planned public engagement will be an open house style community workshop to present the preliminary public review draft of the General Plan. This will be an opportunity for the public to provide comments that will be compiled and provided for the Planning Commission and City Council adoption hearings. All opportunities for public engagement will be publicized through the City’s social media accounts, City website3, and project website4, at a minimum. The new land use map will also enable staff and the consultants to begin circulation and evacuation analysis, which will inform the Safety Element update and environmental analysis for the project. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Receive and file this progress report on the Comprehensive General Plan Update; or 2. Provide other direction to staff. ADVANTAGES: Regular updates to the City Council will inform decision -makers and the community on the status of the project. DISADVANTAGES: None identified. ENVIRONMENTAL REVIEW: No environmental review is required to receive and file this progress report on the General Plan Update because it has no potential to result in either a direct, or reason ably foreseeable indirect, physical change in the environment.
