CALL TO ORDER Mayor Ray Russom called the Regular City Council Meeting to order at 6:00 p.m. 2. ROLL CALL Deputy City Clerk Hawkins took roll call. 3. MOMENT OF REFLECTION 4. FLAG SALUTE Mayor Ray Russom led the flag salute. 5. AGENDA REVIEW 5.a Closed Session Announcements April 8, 2025 CONFERENCE WITH LABOR NEGOTIATORS PER GOVERNMENT CODE SECTION 54957.6 2 Meet with City-designated negotiators described below. Negotiation will include salary, compensation and benefits: 1. Unrepresented Management Employees a. City-designated negotiators: Che Johnson, Special Labor Counsel City Attorney Rosen announced that there was no reportable action. 5.b Ordinances read in title only Moved by Mayor Ray Russom Seconded by Council Member Maraviglia Move that all ordinances presented at the meeting shall be read by title only and all further readings be waived. AYES (4): Mayor Ray Russom, Council Member Maraviglia, Council Member Guthrie, and Council Member Loe ABSENT (1): Mayor Pro Tem Secrest Passed (4 to 0) 6. SPECIAL PRESENTATIONS 6.a Honorary Proclamation Declaring May 2025 as "Asian American and Native Hawaiian/Pacific Islander Heritage Month" Council Member Maraviglia read the Honorary Proclamation Declaring May 2025 as "Asian American and Native Hawaiian/Pacific Islander Heritage Month". Michael Boyer, Diversity Coalition, accepted the proclamation. No action was taken on this item. 6.b Honorary Proclamation Declaring May 2025 as "National Bike Month" Council Member Loe read the Honorary Proclamation Declaring May 2025 as "National Bike Month". Rick Ellison, Executive Director of Bike SLO County, accepted the proclamation. No action was taken on this item. 6.c Honorary Proclamation Declaring May 4-10, 2025 as "Public Service Recognition Week" Mayor Ray Russom read the Honorary Proclamation Declaring May 4-10, 2025 as "Public Service Recognition Week". Ashley Garcia, Arroyo Grande Human Resources Officer, accepted the proclamation. No action was taken on this item. 3 6.d City Manager Communications Bill Robeson, Assistant City Manager/Public Works Director provided City Manager Communications regarding: current job openings; Public Works summer intern program; Fair Oaks & Valley Rd. closure for installation of a traffic circle; and the Traffic Way Bridge Replacement Project. No action was taken on this item. 7. CITY COUNCIL REPORTS The City Council provided brief reports from the following committee, commission, board, or other subcommittee meetings that they attended as the City’s appointed representative. 7.a MAYOR RAY RUSSOM: 1. SLOCOG projects starting Orcutt & Templeton Projects CalTrans reported that they are nearly done with a "flyover" 7.c COUNCIL MEMBER MARAVIGLIA: 1. County Water Resources Advisory Committee (WRAC) 3. Zone 3 Water Advisory Board 4. Other 4 8. COMMUNITY COMMENTS AND SUGGESTIONS Mayor Ray Russom invited public comment. No public comments were received. 9. CONSENT AGENDA Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from the consent agenda for further discussion. Mayor Ray Russom invited public comment. No public comments were received. Moved by Council Member Maraviglia Seconded by Council Member Loe Approve Consent Agenda Items 9.a. through 9.f., with the recommended courses of action. AYES (4): Council Member Maraviglia, Council Member Loe, Council Member Guthrie, and Mayor Ray Russom ABSENT (1): Mayor Pro Tem Secrest Passed (4 to 0) 9.a Cash Disbursement Ratification Reviewed and ratified the listing of cash disbursements for the period of March 16 through March 31, 2025. 9.b Approval of Minutes Approved the minutes of the Regular City Council Meeting of April 8, 2025, as submitted. 9.c Second Amendment to the Police Department Firearms Range License Agreement 1) Authorized the City Manager to execute the Second Amendment to the License Agreement with HIOJT Ranches to provide for the use of real property for a Police Department Firearms Range, subject to any minor, technical, or non-substantive changes as approved by the City Manager in consultation with the City Attorney; and 2) Found that entering into the proposed Second Amendment to the License Agreement (the “Second Amendment”), included as Attachment 1 and incorporated herein, is not a project subject to CEQA because it has no potential to result in either a direct, or rea sonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060 (c)(2) and (3), 15378.) Alternatively, the signing of the proposed amendment is exempt from CEQA on the basis that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (State CEQA Guidelines, § 15061, subd. (b)(3).). 9.d Monthly Water Supply and Demand Update Received and filed the Monthly Water Supply and Demand Update. 9.e General Plan Update Progress Report – April 2025 5 Received and filed a progress report on the Comprehensive General Plan Update. 9.f Amendments to Titles 2 and 3 of the Arroyo Grande Municipal Code Regarding Bylaws for the City’s Advisory Bodies 1) Adopted an Ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AMENDING TITLES 2 AND 3 OF THE ARROYO GRANDE MUNICIPAL CODE RELATING TO BYLAWS FOR VARIOUS CITY BODIES; and 2) Found that the Ordinance is exempt from the California Environmental Quality Act (CEQA) because it will not result in a direct or reasonably foreseeable indirect physical change in the environment. (State CEQA Guidelines section 15060, subd. (c)(2); 15061(b)(3)). 10.PUBLIC HEARINGS 10.a City Workforce Vacancies, Recruitment and Retention Trends Presentation (Assembly Bill 2561) Human Resources Officer Garcia presented the staff report and responded to questions from Council. Nicole Bryant, SEIU Local 620 representative, provided comment on behalf of the SEIU. Mayor Ray Russom opened the public hearing. Upon hearing no public comments, Mayor Ray Russom closed the public hearing. No action was taken on this item. The report was received and filed. 11.BUSINESS ITEMS 11.a Review the Plan for Pavement Management City Engineer Shannon Sweeney presented the Item and responded to questions from Council. Mayor Ray Russom invited public comment. Speaking from the public were Judy Cecchetti, Michael Harris, and Alexandria Davis. No further public comments were received. Council comments included adding the year of improvements to the street name, adding information to the City website, integrate information into GIS system for public use. There was no action taken on this item. 12.COUNCIL COMMUNICATIONS Council Member Maraviglia thanked staff for their efforts with the Egg Hunt. Mayor Ray Russom thanked staff for their work on the Egg Hunt; and commented on a Free Community Folk Dance on Sunday, May 4th at 1 p.m. at the Portuguese Hall. 13.ADJOURNMENT There being no further business to come before the City Council, Mayor Ray Russom adjourned the meeting at 7:17 6 _________________________ Caren Ray Russom, Mayor _________________________ Jessica Matson, City Clerk
