This meeting was conducted in a hybrid in-person/virtual format.

Vice Chair Roof called the Planning Commission meeting to order at 6:00pm

Approve the Minutes of the October 29, 2024 Special Meeting and the November 19, 2024

8. PUBLIC HEARINGS
8.a Consideration of a Recommendation to Adopt the Active Transportation Plan
Planning Manager Andrew Perez introduced the project and the City's consultant.
Jacob Leon, consultant, presented the City's draft Active Transportation Plan and responded to
Commissioner questions regarding: the City's General Plan Update; congruity with other City
plans and documents; City policies; regional transportation planning; evaluation metrics;
stakeholder engagement; decision-making analysis; and long-term planning strategies.
Vice Chair Roof opened the public hearing.
Moved by Kevin Buchanan
Seconded by Catherine Sackrison
1) Adopt a Resolution recommending City Council approve the Active Transportation Plan; and
2) Find that the adoption of the Active Transportation Plan is statutorily exempt from review
under the California Environmental Quality Act ("CEQA") under Public Resources Code sections
21080.20 and 21080.25.

11. COMMISSION COMMUNICATIONS
Vice Chair Roof thanked Commissioner Maraviglia for her service as the Chair of the Planning
Commission and congratulated the new City Councilmembers.
12. STAFF COMMUNICATIONS
Community Development Director Pedrotti provided updates on the following projects:
The ADU Ordinance was approved by City Council on Dec 10th; the transition between outgoing and
incoming council members was conducted on December 10th; that the Lierly Lane appeal was
continued from December to Jan 14; and that with the incoming councilmembers, there will be new PC,
ARC, and advisory board appointees.
