SUBJECT: Notice of Acceptance, Cornwall Avenue Watermain Replacement
Project, PW 2024-02

RECOMMENDATION:
1) Accept the Cornwall Avenue Watermain Replacement Project;
2) Direct staff to file a Notice of Completion; and
3) Authorize release of retention thirty-five days after the Notice of Completion has been
recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The total construction cost from the final construction contract and change orde r was
$622,654.90, including $610,680.90 in contract costs and $11,974 in contingency costs
for changes in materials quantities and field change orders. This project was completed
on time and under budget.
The FY 2024-25 budget included $750,000 for the Cornwall Waterline Replacement
Project, consisting of the following funds: $578,700 from the American Rescue Plan Act
(ARPA), and $171,300 from the Water Fund. The construction contract amount was
$611,654.59, and allowable contingency was $61,165.46, for a total of $672,820.05,
which was within the available budget.
The total construction cost from the final construction contract and change order was
$618,636.59, which was $611,654.59 from the contract and $ 6,982.00 for changes in
materials quantities and field change orders. This project was completed on time and
under budget.
The FY 2024-25 budget included $750,000 for the Cornwall Waterline Replacement
Project, consisting of the following funds: $578,700 from the American Rescue Plan Act

(ARPA), and $171,300 from the Water Fund. The construction contract amount was
$611,654.59 and contingency estimate was $61,165.46, which was within the available
budget.
BACKGROUND:
The City’s Water System Master Plan (“Plan”) was adopted on January 22, 2013. In the
Plan, it was recommended that several sections of cast iron water mains be replaced due
to their condition and age, including a section of 8-inch cast iron pipe in Cornwall Avenue
from west of El Camino Real to North Rena Street. This section of water main was
installed in 1929 and has a useful life of 50-100 years.
On November 26, 20241, the City Council awarded a construction contract to The JF Will
Company, Inc. (“JF Will”), to complete the Cornwall Watermain Replacement Project in
the amount of $611,654.59, and authorized the City Manager to approve change orders
for 10% of the contract amount, $61,165.46, for unanticipated costs during the
construction phase of the project.
The project replaced 1,350 feet of water main, new service connections (meters to water
main), new fire hydrant laterals, and connections to piping on Alpine Street, Bell Street,
and Oak Street, as well as asphalt patching and restriping pavement affected by the
project.
ANALYSIS OF ISSUES:
This waterline installation was completed to Utilities Division staff satisfaction. The
waterline is in service and fully operational. There are a few minor punch list items noted
by Utilities Division staff that JF Will is working to complete including as-built plans, and
return of materials. These punch list items are scheduled to be completed by June 27,
2025. No complaints have been received by customers.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the Cornwall Watermain Replacement Project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide other direction to staff.
ADVANTAGES:
The project is complete pending some minor punch list items and accepting the
improvements will allow staff to file the Notice of Completion and close out the project.

DISADVANTAGES:
No disadvantages have been identified in accepting this project. The project was deemed
substantially complete on May 6, 2025, and all items identified on the punch list are
scheduled for completion by the Council date of June 27, 2025.
ENVIRONMENTAL REVIEW:
At its November 26, 2024 meeting, City Council determined that construction of this
project was categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Guidelines Class 1 Section 15301 Existing Facilities, Class 2 Section 15302
Replacement or Reconstruction, and Class 4 Section 15304 Minor Alterati ons of Land.
No further environmental review is required.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
