MEMORANDUM TO: City Council FROM: Brian Pedrotti, Director of Community Development BY: Andrew Perez, Planning Manager SUBJECT: General Plan Update Progress Report – May 2025 DATE: May 27, 2025 RECOMMENDATION: Receive and file a progress report on the Comprehensive General Plan Update. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The financial and personnel impacts associated with this progress report are included in the budget for the Comprehensive General Plan Update. BACKGROUND: The most recent progress report was provided for the City Council on April 22, 20251. The report outlined the next steps in the project that are enabled by the adoption of the preferred land use scenario2 by City Council on April 8, 2025. It also described the opportunities for public engagement during the upcoming phase of the project, which consists of drafting and updating the individual elements with their respective goals, policies, and implementation measures. ANALYSIS OF ISSUES: Staff performed an audit of the current General Plan’s goals, policies, and implementation measures to determine which have been effective, what is not working, and identify where the plan does not provide adequate guidance. The audit considered whether the language is clear and easily interpreted, whether the policies and objectives have been achieved or carried out, if they are still relevant, and if they should be carried forward to the new general plan. Implementation measures were evaluated for their feasibility and whether progress on the measures is easily monitored or measured. City Council General Plan Update Progress Report – May 2025 May 27, 2025 Page 2 scenario, State law, the Governor’s Office of Land Use and Climate Innovation Ge neral Plan Guidelines, and outdated planning practices. Those that were identified to be retained and carried forward into the new general plan have become the starting point for each individual element. New goals and policies will be developed to enable buildout of the preferred land use scenario in accordance with the adopted vision statement and guiding principles3 and comply with requirements of State law. Staff also refined the design for the overall look of the general plan document, including font size and style, page layout, color scheme, placement of graphics, and illustrations. The formatting and design will be user-friendly for both staff and the community that is easy to understand and will allow for effective implementation. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Receive and file this progress report on the Comprehensive General Plan Update; or 2. Provide other direction to staff. ADVANTAGES: Regular updates to the City Council will inform decision -makers and the community on the status of the project. DISADVANTAGES: None identified. ENVIRONMENTAL REVIEW: No environmental review is required to receive and file this progress report on the General Plan Update because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines , Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.).
