SUBJECT: Public Works Surplus Vehicles
DATE: June 24, 2025
RECOMMENDATION:
Adopt a Resolution declaring specified equipment to be surplus and authorizing the sale
or disposal thereof.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Surplus vehicles will be sent to auction and proceeds from the sale of these vehicles will
be returned to the City’s General Fund.
BACKGROUND:
The Public Works Department operates 40 vehicles and other equipment. This vehicle
pool is assessed annually. As vehicles age, they become less reliable , and some become
non-compliant with California State emissions requirements.
A new bucket truck and crew cab pickup were recently purchased with Council
authorization as replacements for a bucket truck (PW -5) and utility vehicle (PW -8). Those
replacement vehicles have arrived and are in service.
ANALYSIS OF ISSUES:
The vehicle slated for surplus have outlived their useful lives and have begun accruing
significant maintenance costs. Replacement vehicles have already been purchased and
are in service.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Surplus two vehicles and authorize their sale or disposal by approving the attached
Resolution; or
2. Do not surplus two vehicles and authorize their sale or disposal; or
3. Provide other direction to staff.

ADVANTAGES:
Authorizing surplus vehicles for sale through auction provides the best opportunity to
recoup any remaining value from the sale of these vehicles.
DISADVANTAGES:
No disadvantages identified.
ENVIRONMENTAL REVIEW:
Declaring vehicles as surplus and authorizing their sale is not a project subject to the
California Environmental Quality Act (“CEQA”) because these actions have no potential
to result in either a direct, or reasonably foreseeable indirect, physical change in the
environment. (State CEQA Guidelines, §§ 15060 (c)(2) and (3), 15378.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE DECLARING SPECIFIED EQUIPMENT
TO BE SURPLUS AND AUTHORIZING THE SALE OR
DISPOSAL THEREOF
WHEREAS, Government Code Section 37350 authorizes the City Council to control
and dispose of property for the common benefit; and
WHEREAS, the City Council wishes to declare certain equipment to be surplus and has
determined that sale or disposal, as indicated below, is appropriate and will benefit the
City:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE
DECLARES, FINDS AND RESOLVES AS FOLLOWS:
Section 1. The City Council hereby declares the following equipment to no longer be
useful or necessary to the City’s services and programs and therefore surplus property,
to be disposed of as indicated below:
Section 2. Staff is authorized to dispose of the listed equipment in accordance with
the foregoing provisions and those of Arroyo Grande Municipal Code Section 3.08.120 .
