SUBJECT: Appointments to the Citizens’ Sales Tax Oversight Committee

RECOMMENDATION:
1) Adopt a Resolution approving appointments to the Citizens’ Sales Tax Oversight
Committee (CSTOC); and
2) Determine that approving appointments to the CSTOC is not a project subject to the
California Environmental Quality Act (“CEQA”) because it has no potential to result in
either a direct, or reasonably foreseeable indirect, physical change in the environmen t.
(State CEQA Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.).
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact and minimal staff impact associated with preparing the staff
report for this action.
BACKGROUND:
In November 2024, voters in the City of Arroyo Grande approved Measure E -24, a
Transactions and Use Tax measure, which increased the local sales tax rate by one
percent to 8.75%. As part of the City’s commitment to transparency and accountability,
on February 25, 2025, the City Council directed staff to initiate steps toward the creation
of a Citizens’ Sales Tax Oversight Committee (CSTOC). Subsequently, at the March 11,
2025, regular meeting, the City Council adopted Resolution 2025-0161, officially
establishing the CSTOC to act as an advisory body to the City Council.
Following its establishment, the City published a notice of vacancy on its website , social
media platforms, and community bulletin board inviting residents to apply to serve on the
Committee.

ANALYSIS OF ISSUES:
The CSTOC is responsible for advising the City Council on the administration and use of
Measure E-24 Sales Tax funds. Specifically, that body is to periodically—and at least
once annually—review revenue, expenditure, and other related reports and information
produced regarding Measure E, and report to the City Council on whether revenues were
collected and expended as approved. Pursuant to Council policy, the Mayor and each
Council Member shall recommend one representative to each respective Commission,
Board, or Committee, subject to approval by a majority of the Council. Members of the
Committee shall serve for a term ending on January 31 following the expiration of the
term of their appointing Mayor or Council Member, as applicable, unless reappointed. The
City Council reviewed the submitted applications and is making the appointments as
outlined in Exhibit A of the Resolution.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Adopt a resolution approving the appointments set forth in Exhibit A;
3. Do not approve the recommended appointments; or
4. Provide other direction to staff.
ADVANTAGES:
Approving the recommended appointments will fill all five vacancies on the CSTOC.
DISADVANTAGES:
No disadvantages are identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item. Approving appointments to CSTOC is
not a project subject to the California Environmental Quality Act (“CEQA”) because it has
no potential to result in either a direct, or reasonably foreseeable indirect, physical change
in the environment. (State CEQA Guidelines, Cal. Code Regs., tit. 1 4, §§ 15060, subd.
(c)(2)-(3), 15378.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE APPROVING APPOINTMENTS TO THE CITIZENS’ SALES
TAX OVERSIGHT COMMITTEE
WHEREAS, the City Council adopted Resolution 2025-016 establishing a Citizens’
Sales Tax Oversight Committee for the Oversight of Measure E-24 Funds; and
WHEREAS, pursuant to Council policy, the Mayor and each Council Member shall
recommend one representative to each respective Commission, Board, or Committee,
subject to approval by a majority of the Council; and
WHEREAS, the Mayor and City Council Members have reviewed applications for
individuals interested in serving on the Citizens’ Sales Tax Oversight Committee and
are recommending appointment of the individuals listed in Exhibit A; and
WHEREAS, members of the Committee shall serve for a term ending on the January
31st following the expiration of the term of the respective appointing Mayor or Council
Member; and
WHEREAS, all Committee members serve at the discretion of the Council.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby resolve as follows:
1. Recitals. The above recitals are true and correct and are incorporated herein by
reference.
2. The individuals listed in Exhibit A are hereby appointed to the Citizens’ Sales Tax
Oversight Committee.
3. Environmental Review. The City Council hereby determines that approving the
appointment to the Committee is not a project subject to the California Environmental
Quality Act (“CEQA”) because it has no p otential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA
Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)- (3), 15378.)
4. Effective Date. This Resolution shall take effect upon adoption.

The objectives are to provide public oversight of reveunes generated from measure E-24
and advise the Council on fund expenditures. Also, an important goal of the committee is to assure the
funds are earmarked and prioritized as voters intended; for public safety service, city infrastructure, i.e., street
repairs, sidewlak improvements.
