SUBJECT: Notice of Acceptance, 2024 Street Repairs Project, PW 2024 -01

RECOMMENDATION:
1) Accept the 2024 Street Repairs Project;
2) Direct staff to file a Notice of Completion; and
3) Authorize release of retention thirty-five days after the Notice of Completion has been
recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The final total construction contract cost and contingency for the 2024 Street Repairs
Project was $4,399,888.90, including $221,000 in contract costs and $399,989.90 in
contingency costs for changes in materials quantities and field change orders, including
the overlay and traffic circle on Fair Oaks Avenue in front of Arroyo Grand e High School.
The FY 2024-25 budget included $4,430,000 for the Project, consisting of the following
funds: $390,000 of Regional SHA, $2,360,000 of the general fund, $450,000 of SB 1
Funds, $966,833 of Measure O-06 Local Sales Tax Fund, $204,207 of American Rescue
Plan Act (ARPA), and $58,960 of CDBG. A carryover from FY 2023-24 of $65,083.90
was approved by the Council with the FY 2024 -25 First Quarter Financial Status Report.
It was used to address a shortfall in construction, contingency, and special materials
testing costs. With this final total, the project was completed on time and on budget.
BACKGROUND:
At its October 22, 2024,1 meeting, the City Council awarded a construction contract to
Papich Construction Company, Inc. (Papich) to complete the 2024 Street Repair Project.
Staff value engineered the information available in the 2 022 PMP to provide a
recommended list of work to be done with available funds. This 2024 Street Repairs
Project included treatment of 5.2 miles of streets in Stagecoach, Brighton , and Rancho

Grande neighborhoods, as well as Station Way and overlay of Fair Oaks Avenue in front
of Arroyo Grande High School before installing the temporary traffic circle.
ANALYSIS OF ISSUES:
The 2024 Street Repairs Project was completed to the satisfaction of Engineering staff
and Public Works Manager. Papich worked with City staff and was cognizant of the timing
considerations for the Traffic Way Bridge project that affected both the work on Station
Way and Fair Oaks Avenue. There are a few minor punch list and administrative items
that Papich is working to complete, including monument corner records, warranty
documentation, and certified payroll paperwork. These items are scheduled to be
completed before the final retention is released.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the 2024 Street Repairs Project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention;
4. Provide other direction to staff.
ADVANTAGES:
The project is complete pending some minor punch list items, and accepting the
improvements will allow staff to file the Notice of Completion and close out the project.
DISADVANTAGES:
No disadvantages have been identified in accepting this project.
ENVIRONMENTAL REVIEW:
At its October 22, 20242 meeting, the City Council determined the project is categorically
exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA
Guideline Section 15301 covering the repair and maintenance of existing streets,
sidewalks, gutters and similar facilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
