Planner Patrick Holub, Community
Development Director Brian Pedrotti,

This meeting was conducted in a hybrid in-person/virtual format.
1. CALL TO ORDER
Chair Roof called the Planning Commission meeting to order at 6:OOpm.
2. ROLL CALL
All present.

Chair Roof led the flag salute.

5. COMMUNITY COMMENTS AND SUGGESTIONS
Chair Roof invited public comment. Hearing none, Chair Roof closed the public comment period.

7. CONSENT AGENDA
7.a Approval of Minutes

Moved by Commissioner Kevin Buchanan
Seconded by Vice Chair Glenn Martin
Approve the Minutes of the June 3, 2025 regular meeting.
Passed
8. PUBLIC HEARINGS
8.a Conditional Use Permit 25-002; Construction of Two (2) New Buildings Containing Eight
(8) ADUs Within Existing Apartment Complex; Location —1173 Fair Oaks Avenue;
Applicant — John Tibbits
Assistant Planner Gropen presented the staff report and responded to Commissioner questions
regarding: lighting; square footage per unit;
Chair Roof opened the public hearing.
Alexandria spoke about the City's updated street tree policies.
Hearing no further comments, Chair Roof closed the public hearing.
John Tibbits, applicant, spoke about the history of the project and highlighted the amenities of
the site.
Moved by Commissioner Jared Worthen
Seconded by Commissioner Catherine Sackrison
1) Adopt a Resolution approving Conditional Use Permit 25-002; and
2) Find that this action is exempt from CEQA pursuant to Section 15332 of the State CEQA
Guidelines regarding infill development.
Passed
8.1b Consideration of Amendments to Title 16 of the Arroyo Grande Municipal Code
Regarding Supportive Housing, Transitional Housing, and Low Barrier Navigation
Centers.
Planning Manager Perez presented the staff report and responded to Commissioner questions
regarding: housing types; by -right approvals; staff vetting of application requirements; how
appeals of ministerial approvals are handled.
Chair Roof opened the public hearing. Hearing none, Chair Roof closed the public hearing.
Moved by Vice Chair Glenn Martin
Seconded by Commissioner Kevin Buchanan
1) Adopt the attached Resolution recommending City Council adopt the proposed Development
Code amendments; and
2
2) Find that this action is exempt from review under the California Environmental Quality Act
(CEQA) pursuant to State Guidelines Section 15060(c)(2) and 15061(b)(3).

11. COMMISSION COMMUNICATIONS
Chair Roof asked for an update on the Halcyon Complete Streets plan.
12. STAFF COMMUNICATIONS
Brian Pedrotti, Community Development Director, provided a quick update on the City's ongoing
infrastructure projects including the Traffic Way Bridge and Halcyon Complete Streets.
Director Pedrotti provided an update on the General Plan Update including progress made on various
elements of the general plan.

The Meeting adjourned at 6:41 pm.
