Development Code Amendment Regarding Supportive Housing, Transitional Housing, & Low Barrier Navigation Centers

Background
Proposed development code amendments will implement HE Programs J.2-2 and J.2-3
Implementation will bring the City’s Municipal Code into compliance with State law

Supportive Housing
Housing for the target population with no limit on length of stay and linked to an onsite or offsite service provider
Transitional housing – subset of supportive housing
Temporary – (min 6 months)

Development Standards
Allowed by-right in all zones that allow multi-family and mixed uses
All units reserved for low-income households
Support services must be provided on site

Low Barrier Navigation Centers
Service-enriched shelter providing temporary living facilities and case managers to available resources
Intended to reduce barriers to entry

Allowed by-right in zones that allow multi-family residential uses
Shall operate with a coordinated entry system
Offer services to connecting residents with permanent housing solutions

1) Introduce an Ordinance adding Section 16.52.280 to Title 16 of the Arroyo Grande Municipal Code (AGMC) relating to supportive housing, transitional housing, and low barrier navigation
centers; and
2) Find that the Ordinance is exempt from review under the California Environmental Quality Act (CEQA)
