HomeMy WebLinkAboutCC 2025-09-23_10a AGMC Amendment Re Supportive Housing_PP Presentation Development Code Amendment Regarding Supportive Housing, Transitional Housing, & Low Barrier Navigation Centers 1 Background Proposed development code amendments will implement HE Programs J.2-2 and J.2-3 Implementation will bring the City’s Municipal Code into compliance with State law 2 Supportive Housing Housing for the target population with no limit on length of stay and linked to an onsite or offsite service provider Transitional housing – subset of supportive housing Temporary – (min 6 months) 3 Development Standards Allowed by-right in all zones that allow multi-family and mixed uses All units reserved for low-income households Support services must be provided on site 4 Low Barrier Navigation Centers Service-enriched shelter providing temporary living facilities and case managers to available resources Intended to reduce barriers to entry 5 Development Standards Allowed by-right in zones that allow multi-family residential uses Shall operate with a coordinated entry system Offer services to connecting residents with permanent housing solutions 6 1) Introduce an Ordinance adding Section 16.52.280 to Title 16 of the Arroyo Grande Municipal Code (AGMC) relating to supportive housing, transitional housing, and low barrier navigation centers; and 2) Find that the Ordinance is exempt from review under the California Environmental Quality Act (CEQA) Recommendation 7
