HomeMy WebLinkAboutCC 2025-10-14_10a Amendment of AGMC Re Urban Lot Splits_PP Presentation Amendments to Title 16 Regarding Urban Lot Splits and Two-Unit Developments (SB 9) 1 Background SB 9 requires the City to ministerially approve two types of projects to promote housing creation Council adopted Ordinance No. 716 (2022) to implement SB 9 2 Senate Bill 450 1) Prohibits objective design stds specific to SB 9 development – must be uniformly applicable 2) Prohibits standards for urban lot splits not related to the parcel size or access 3) Establishes a 60-day shot clock 3 Design Standards Prohibits design standards specific to SB 9 development – must be uniformly applicable Amendment repeals design standards Development standards for the underlying zone still apply but cannot preclude two 800 sf units 4 Unit Configuration Urban lot split – two units of any type Two unit project – two units plus ADUs/JADUs allowed New legislation – allowed unit configuration will likely change 5 Urban Lot Splits City may only regulate standards for lot dimensions and access Concurrent building permit application no longer required 6 Discuss the amendment to Title 16 regarding Urban Lot Splits and Two-Unit Developments and provide direction to staff.
