CALL TO ORDER Chair Roof called the Planning Commission meeting to order at 6:00 pm. 2. ROLL CALL Commissioner Sackrison absent. 3. FLAG SALUTE Vice Chair Martin led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a Approval of Minutes Moved by Commissioner Jared Worthen Seconded by Vice Chair Glenn Martin 1 Approve the Minutes of the September 2, 2025 regular meeting. Passed 8. PUBLIC HEARINGS 8.a Consideration Amendments to Title 16 Regarding Urban Lot Splits and Two -Unit Developments and Finding that this Action is Exempt from the California Environmental Quality Act Planning Manager Perez presented the staff report and responded to Commissioner questions regarding: The Historic Character Overlay District's boundaries; how an SB9 application works procedurally; whether a homeowner can split and sell a portion of their existing lot; whether flag lots are allowable; and notification requirements for SB9 projects. Chair Roof opened the public hearing. Hearing none, Chair Roof closed the public hearing. Moved by Commissioner Jared Worthen Seconded by Commissioner Kevin Buchanan 1) Adopt a Resolution recommending the City Council adopt amendments to Municipal Code Section 16.20.180 and 16.32.060; and 2) Find that the adoption of the proposed ordinance is exempt from CEQA because the code amendments do not qualify as a "project" under CEQA and because they will not result in a direct or reasonably foreseeable indirect physical change in the environment. (State CEQA Guidelines section 15060(c)(2),(3)) and 15061(b)(3 Passed 9. NON-PUBLIC HEARING ITEMS None. 10. NOTICE OF ADMINISTRATIVE ITEMS SINCE SEPTEMBER 2. 2025 None. 11. COMMISSION COMMUNICATIONS Commissioner Worthen thanked Police, Fire and Public Works for their response to a downed tree and power outage over the weekend. 12. STAFF COMMUNICATIONS Planning Manger Perez provided updates on the City's upcoming Halcyon Complete Streets project and informed the Commission that Community Development staff will be attending the American Planning Association Conference in Monterey at the end of the month. 13.
