HomeMy WebLinkAboutR 2025-076RESOLUTION NO. 2025-076 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE REJECTING ALL BIDS FOR TRAFFIC WAY BRIDGE REVEGETATION PROJECT (PW 2025-02) WHEREAS, the Traffic Way Bridge Replacement Project is scheduled to be completed by December 31, 2025; and WHEREAS, environmental permits require that project impacts from the Traffic Way Bridge Replacement Project be mitigated with landscaping within six months of completion of the construction project; and WHEREAS, Federal project #BRLS – 5199 (037) allocated $400,000 over five years through the Federal Highway Bridge Program (HBP) for this work; and WHEREAS, the one bid received for this work is $526,100, which is $126,100, or 31% higher than the funds allocated for this work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande, as follows: 1.RECITALS. The foregoing recitals are true and correct and are incorporated herein. 2.BID REJECTION. The City Council rejects all bids received for Traffic Way Bridge revegetation (PW 2025-02). 3.CEQA FINDINGS. The City Council finds that the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines sections 15060(c)(2) and 15061(b)(3) because it will not result in a direct or reasonably foreseeable physical change in the environment; and the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Rejecting these bids is not an authorization for any development or construction. Thus, it can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment, the activity is not subject to CEQA. On motion of Council Member Loe, seconded by Council Member Maraviglia, and on the following roll call vote, to wit: AYES: Council Members Loe, Maraviglia, Guthrie, and Mayor Ray Russom NOES: None ABSENT: Council Member Secrest The foregoing Resolution was passed and adopted this 28th day of October 2025.
