HomeMy WebLinkAboutR 2025-078 RESOLUTION NO. 2025-078 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AUTHORIZING STREET CLOSURES FOR THE HOLIDAY PARADE AND JINGLE BELL DASH TO BE HELD ON DECEMBER 7, 2025, AND FINDING THE ACTION EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) WHEREAS, the City of Arroyo Grande has a longstanding tradition of hosting the annual Holiday Parade to celebrate the holiday season and foster community spirit within the Village; and WHEREAS, the Holiday Parade, originally established in 2003, has become a cherished event that draws residents and visitors to the Village of Arroyo Grande to enjoy festive displays, performances, and community participation; and WHEREAS, the City of Arroyo Grande will also host the Jingle Bell Dash in conjunction with the Holiday Parade, a community running event for children that utilizes a portion of the same parade route and encourages physical activity and holiday cheer; and WHEREAS, to accommodate the safe staging and operation of both events, it is necessary to close certain streets within the Village area on Sunday, December 7, 2025; and WHEREAS, Section 10.16.050 of the Arroyo Grande Municipal Code (AGMC) authorizes the City Council to restrict parking on any street by resolution, and California Vehicle Code Section 21101(e) authorizes the closure of streets for parades and local special events. WHEREAS, the following street closures and “No Parking” restrictions are proposed between the hours of 2:30 p.m. and 8:00 p.m., with “No Parking” on Olohan Alley beginning at 1:30 p.m.: 1. Olohan Alley from Bridge Street to Mason Street; 2. Branch Street from Mason Street to Wesley Street; 3. Bridge Street from Nelson Street to Branch Street; 4. Wesley Street from West Branch Street to Larchmont Drive; and 5. Mason Street from Nelson Street to Branch Street; WHEREAS, the City will provide advance notice of the closures, including posting “No Parking” signage at least seventy-two (72) hours prior to the event; and WHEREAS, this activity is consistent with the City’s support of community and cultural events that enhance the quality of life for residents and promote tourism within the Village; and RESOLUTION NO. 2025-078 PAGE 2 WHEREAS, all prerequisites to the adoption of this Resolution have occurred. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby: 1. Recitals. Find that all recitals above are true, correct, and incorporated herein. 2. Approval. Authorize the street closures and “No Parking” restrictions as outlined above for the Arroyo Grande Holiday Parade and Jingle Bell Dash to be held on Sunday, December 7, 2025; and 3. CEQA. Find that this action is categorically exempt from CEQA pursuant to Section 15304(e) of the CEQA Guidelines. The authorization of the Holiday Parade and Jingle Dash and closure of City streets is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 4 exemption, which applies to minor public or private alterations in the cond ition of land, water, and/or vegetation where the project does not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes. (State CEQA Guidelines, § 15304(e).) The class 4 exemption applies to this project because it involves a minor temporary use of land having negligible or no permanent effects on the environment. Specifically, the project involves an eight hour parade and closure of certain streets involving negligible to no permanent effects on the environment . None of the categorical exemptions provided in State CEQA Guidelines Section 15300.2 apply. On motion of Council Member Loe, seconded by Council Member Secrest, and on the following roll call vote, to wit: AYES: Council Members Loe, Secrest, Maraviglia, Guthrie, and Mayor Ray Russom NOES: None ABSENT: None the foregoing Resolution was passed and adopted this 25th day of November, 2025.
