HomeMy WebLinkAboutR 2025-08265501.00015\42788974.6 RESOLUTION NO. 2025-082 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING DESIGN SERVICES OF THE 2025 STREETS PROJECT (PW 2025-01) WITH PAVEMENT ENGINEERING, INC. WHEREAS, predesign deflection testing of pavement was conducted on streets proposed for treatment in 2026 and 2027 in the Pavement Management Plan (PMP); and WHEREAS, curb ramps were identified in the Americans with Disabilities Act (ADA) Transition Plan to be upgraded or installed; and WHEREAS, the City issued a Request for Proposals for Engineering Design Services for the 2025 Street Repairs Project to engineering design firms, Bid Boards and the City website; and WHEREAS, one proposal was received by the proposal deadline of November 25, 2025, at 1:00 pm; and WHEREAS, the proposal from Pavement Engineering, Inc. (PEI) was evaluated by the Proposal Review Committee on the criteria of Understanding of the Work, Work Plan and Schedule, and was determined to be responsive; and WHEREAS, staff recommends removing the specialty design item Task Phase 4.4 for the design of the Huasna Roundabout from the scope since it will significantly delay the completion of the project plans. Staff will pursue the design of the Huasna roundabout through On-Call Services or Informal Bidding; and WHEREAS, Staff recommends awarding the professional services contract to PEI with the revised scope (removal of Task Phase 4.4 Huasna Roundabout Design); and WHEREAS, the FY 2025-26 budget includes $4,139,506 for the Engineering Design Services of the 2025 Streets Project (PW 2025 -01), which is sufficient for the PEI contract of $319,928. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande, as follows: 1. RECITALS. The foregoing recitals are true and correct and are incorporated herein. RESOLUTION NO. 2025-082 PAGE 2 2. BID AWARD. The City Council authorizes the City Manager or designee to execute a professional services contract for Engineering Design Services of the 2025 Streets Project (PW 2025-01) with PEI. for $319,928 subject to any minor, technical, or non-substantive changes as approved by the City Manager in consultation with the City Attorney. The City Council incorporates the analysis of the Staff Report dated December 9, 2025, accompanying this item, as part of the passage of this Resolution. 3. CEQA FINDINGS. The City Council finds that the proposed action is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guideline Section 15301(c) covering the repair and maintenance of existing streets, sidewalks, gutters, and similar facilities . On a motion by Council Member Maraviglia, seconded by Council Member Guthrie, and by the following roll call vote to wit: AYES: Council Members Maraviglia, Guthrie, Loe, Secrest, and Mayor Ray Russom NOES: None ABSENT: None The foregoing Resolution was passed and adopted this 9th day of December 2025.
