MEETING OF THE PLANNING COMMISSION

This meeting was conducted in a hybrid in-person/virtual format.
1. CALL TO ORDER
Chair Roof called the Planning Commission meeting to order at 6:00pm.
2. ROLL CALL
Commissioner Sackrison absent.
3. FLAG SALUTE
Vice Chair Martin led the flag salute.

Approve the Minutes of the October 21, 2025 regular meeting
AYES (4): Chair Virginia Roof, Vice Chair Glenn Martin, Commissioner Kevin Buchanan, and
Commissioner Jared Worthen
Passed (4 to 0)
8. PUBLIC HEARINGS
8.a Conditional Use Permit 24-003; Construction of Two (2) New Duplexes and Four (4)
Accessory Dwelling Units; Location —134 Nelson Street
Planning Manager Perez introduced the item and stated that the applicant has requested a
continuance to a date uncertain.
Chair Roof opened the public hearing.
The following members of the public expressed concerns regarding the application: Nancy
Underwood; Avera; Amy Turn; Judy Cecchetti and Rick P.
Hearing no further comments, Chair Roof closed the public hearing.

Seconded by Commissioner Kevin Buchanan
1) Receive public comment and continue the public hearing to a date uncertain.

8.b Consideration of Amendments to Title 16 Regarding Accessory Dwelling Units and
Finding that this Action is Exempt from the California Environmental Quality Act
Planning Manager Perez presented the staff report and responded to Commissioner questions
regarding compliance with State laws and the purpose of the updates.
Chair Roof opened the public hearing.
Avera spoke about the community's character and expressed concerns regarding ADU
development in historic districts.
Hearing no further comments, Chair Roof closed the public hearing.

Seconded by Vice Chair Glenn Martin
1) Adopt a Resolution recommending that the City Council adopt amendments to Arroyo Grande
Municipal Code (AGMC) Section 16.52.150; and

2) Find that the adoption of the proposed ordinance is statutorily exempt from review under the
California Environmental Quality Act (CEQA) under Public Resources Code § 21080.17.

8.c Consideration of Amendments to Title 16 Regarding Urban Lot Splits and Two -Unit
Developments and Finding that this Action is Exempt from the California Environmental
Quality Act
Planning Manager Perez presented the staff report and responded to Commissioner questions
regarding: unit configurations; application of fees; AB1061; owner occupancy requirements and
City enforcement; tenant displacement protections; State mandated time frames for review;
alternative subdivision scenarios and maximum unit count.
Chair Roof opened the public hearing.
Hearing no further comments, Chair Roof closed the public hearing.

Seconded by Commissioner Kevin Buchanan
1) Adopt a Resolution recommending the City Council adopt amendments to Arroyo Grande
Municipal Code (AGMC) Sections 16.20.180 and 16.32.060; and
2) Find that the adoption of the proposed ordinance is exempt from the California Environmental
Quality Act (CEQA) because the code amendments do not qualify as a "project" under CEQA
and because they will not result in a direct or reasonably foreseeable indirect physical change in
the environment. (State CEQA Guidelines section 15060(c)(2),(3)) and 15061(b)(3).)
Additionally, find that adoption of the ordinance is exempt from CEQA pursuant to Government
Code sections 65852.21(k) and 66411.7(n) in that it is a local ordinance implementing the
provisions of these Government Code sections.

12. STAFF COMMUNICATIONS
Community Development Director Pedrotti provided updates regarding building and fire code updates
being considered by the City Council on November 25th and informed the Commission that the
administrative drafts of the General Plan will be reviewed at an upcoming workshop in December.
