ACTION MINUTES REGULAR MEETING OF THE CITY COUNCIL February 10, 2026, 5:30 p.m. Hybrid City Council Chamber/Virtual Zoom Meeting 215 East Branch Street, Arroyo Grande Council Members Present: Mayor Caren Ray Russom, Mayor Pro Tem Jamie Maraviglia, Council Member Jim Guthrie, Council Member Kate Secrest, Council Member Aileen Loe Staff Present: City Clerk Jessica Matson, Assistant City Attorney Scott Shapses, Assistant City Manager/Public Works Director Bill Robeson, Community Development Director Brian Pedrotti This meeting was conducted in a hybrid in-person/virtual format. CLOSED SESSION 5:30 PM 1. CALL TO ORDER Mayor Ray Russom called the meeting to order at 5:30 p.m. 2. ROLL CALL City Clerk Matson took roll call. 3. FLAG SALUTE Mayor Ray Russom led the flag salute. 4. PUBLIC COMMENT ON CLOSED SESSION ITEMS Mayor Ray Russom invited public comment. No comments were received. 5. CLOSED SESSION Assistant City Attorney Shapses announced that the City Council will recess to a closed session for the following and will report any reportable action at the City Council Regular meeting at 6:00 p.m.: a) CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION: (Paragraph (1) of subdivision (d) of Government Code § 54956.9) Name of 1 Case: Kathy Stutchman v. CALL TO ORDER Mayor Ray Russom called the Regular City Council Meeting to order at 6:00 p.m. 2. ROLL CALL City Clerk Matson took roll call. 3. MOMENT OF REFLECTION 4. SPECIAL PRESENTATIONS 6.a City Manager Communications Assistant City Manager/Public Works Director Robeson provided updates on the City’s Emergency Operations Center (EOC) drill that took place on February 2, 2026; and the annual Meet the Machines event on February 21st. No action was taken on this item. 7. CITY COUNCIL REPORTS None. Reports are made during the Second Council Meeting each month. 8. COMMUNITY COMMENTS AND SUGGESTIONS Mayor Ray Russom invited public comment. Speaking from the public were Patrick Sparrow, Larry Cooper, Jan Raddery, Andy Dibburn, and Matt Anderson. No further public comments were received. Assistant City Manager/Public Works Director Robeson responded to comments from the public. 9. CONSENT AGENDA Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from the consent agenda for further discussion. There were none. Mayor Ray Russom invited public comment. No public comments were received. Moved by Council Member Guthrie Seconded by Council Member Secrest Approve Consent Agenda Items 9.a. through 9.g., with the recommended courses of action. AYES (5): Council Member Guthrie, Council Member Secrest, Council Member Loe, Mayor Pro Tem Maraviglia, and Mayor Ray Russom Passed (5 to 0) 9.a Approval of Minutes Approved the minutes of the Regular City Council Meeting of January 27, 2026, as submitted. 9.b Cash Disbursement Ratification Reviewed and ratified the listing of cash disbursements for the period of January 1 through January 15, 2026. 9.c Statement of Investment Deposits for December 2025 Received and filed the report listing investment deposits of the City of Arroyo Grande as of December 31, 2025, as required by Government Code Section 53646(b). Page 9 of 139 CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 10, 2026 PAGE 4 4 Item 9.a. 9.d Fiscal Year 2025-26 Second Quarter Financial Status Report 1) Received and filed the Fiscal Year 2025-26 Second Quarter Financial Status Report; 2) Approved seven Budget Adjustment Requests; and 3) Received an update from the Citizens’ Sales Tax Oversight Committee Meeting. 9.e Appointment to the Community Service Grant Program Committee Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPOINTING KATHLEEN CHRISTENSEN TO THE COMMUNITY SERVICE GRANT PROGRAM COMMITTEE". 9.f Final Approval of Community Development Block Grant Programs for Year 2026 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE RECOMMENDING TO THE COUNTY BOARD OF SUPERVISORS APPROVAL OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS FOR YEAR 2026"; and 2) Found that the preliminary approval of projects is exempt from CEQA, pursuant to CEQA Guidelines Section 15061 subd. (b)(3). 9.g 2025-2030 Multi-Jurisdictional Hazard Mitigation Plan 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING THE 2025-2030 UPDATE TO THE SAN LUIS OBISPO COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN AND ACCOMPANYING CITY-SPECIFIC ANNEX"; and 2) Found that the approval of the MJHMP is exempt from CEQA, pursuant to CEQA Guidelines Section 15061 subd. (b)(3). 10. PUBLIC HEARINGS 10.a Architectural Review 25-003; Proposal for Public Art Installation on Public Property; Location – Centennial Park Community Development Director Pedrotti presented the Item. Assistant City Manager/Public Works Director Robeson and Director Pedrotti responded to questions from Council. Mayor Ray Russom opened the public hearing. Speaking from the public were Cindy Blankenburg, Vivian Krug, Sam Cotton. Upon hearing no further public comments, Mayor Ray Russom closed the public hearing. Cindy Blankenburg and Vivian Krug, Arroyo Grande Public Art, responded to questions from Council. Assistant City Manager/Public Works Director Robeson responded to questions from Council. Page 10 of 139 CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 10, 2026 PAGE 5 5 Item 9.a. Council Member Loe made a motion to adopt the Resolution. Council Member Guthrie seconded the motion. Mayor Ray Russom provided comments regarding the location for the statue and plaque. Council directed staff to consult with the City arborist regarding the statue's potential impacts on the tree in the tree well. Moved by Council Member Loe Seconded by Council Member Guthrie 1) Adopt a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING ARCHITECTURAL REVIEW 25-003 FOR THE INSTALLATION OF A PUBLIC ART PIECE AT CENTENNIAL PARK"; and 2) Find that this is categorically exempt pursuant to Section 15301(a) regarding minor alterations to existing structures. AYES (4): Council Member Loe, Council Member Guthrie, Council Member Secrest, and Mayor Pro Tem Maraviglia NOES (1): Mayor Ray Russom Passed (4 to 1) 11. BUSINESS ITEMS None. 12. COUNCIL COMMUNICATIONS Council Member Loe commented on the vacancy on the SLO Council of Governments (SLOCOG) Citizen Transportation Advisory Committee (CTAC) and encouraged Arroyo Grande residents interested in serving to apply. 13.
