MEMORANDUM TO: City Council FROM: Bill Robeson, Assistant City Manager/Director of Public Works BY: Shannon Sweeney, City Engineer SUBJECT: Accept Traffic Way Bridge Replacement Project, PW 2023-02 DATE: February 24, 2026 RECOMMENDATION: 1) Adopt a Resolution accepting the project improvements as constructed by Granite Construction Company in accordance with the plans and specifications for the Traffic Way Bridge Replacement Project, PW 2023-02; and 2) Direct staff to file a Notice of Completion. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The actual total construction cost for the subject project, including authorized construction changes, is estimated at $10,990,000. BACKGROUND: On December 10, 2024,1 the Council awarded a construction contract to Granite Construction Company to construct the Traffic Way Bridge Replacement Project for $10,799,051 and authorized the City Manager to approve change orders in the amount of $1,079,905.10 for a total construction budget of $11,878,956.10. The project scope of work involved replacing Traffic Way Bridge. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. City Council Accept Traffic Way Bridge Replacement Project, PW 2023 -02 February 24, 2026 Page 2 ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommendations; 2. Do not accept the project; or 3. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: This item is not a project subject to the California Environmental Quality Act because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment (State CEQA Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby: 1. All recitals above are true and correct and incorporated herein. 2. Accept the project improvements as constructed by Granite Construction Company in accordance with the plans and specifications for the Traffic Way Bridge Replacement Project, PW 2023-02. 3. Direct staff to file a Notice of Completion for this project.
