HomeMy WebLinkAboutCC 2026-05-12_11a Cross Connection_PP Presentation Amendments to the Municipal Code Regarding Cross-Connections 1 Background Since 1971, the City has had a cross-connection program. The County of SLO provides inspection-certified staff to perform all aspects of the program. All Cities in the county contract with County Health to perform cross-connection services. On September 23, 2025, City Council: Approved the execution of a (10-year term) agreement for cross-connection inspection services with the County of SLO. 2 Purpose of the Plan Protection of the public water supply from contamination by preventing pollutants that could backflow into the City’s water system. Currently, 743 cross connections or backflow assemblies in the City The plan includes inspections, testing, reporting (on current assemblies), and the installation of backflow prevention assemblies where required. Compliance with new state laws and regulations. 3 Typical Assemblies Tested The following backflow prevention assemblies must be tested annually: Commercial & Institutional Operations – complex, high-hazard systems Large Irrigation Systems - City parks, shopping centers, and large multifamily Fire Suppression Systems - large systems and commercial and institutional 4 1) Introduce an ordinance amending Chapter 13.16 of Title 13 of the Arroyo Grande Municipal Code regarding cross-connections; and 2) Find the Ordinance is not subject to the California Environmental Quality Act (“CEQA”) because amending Chapter 13.16 of the AGMC has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §15060 (c)(2) and (3), 15378). Alternatively, this organizational or administrative activity to amend Chapter 13.16 of the AGMC will not result in direct physical changes in the environment. (State CEQA Guidelines §15378(b)(5).)
