SUBJECT: Appointment to the Citizens Transportation Advisory Committee
DATE: May 12, 2026
RECOMMENDATION:
1) Adopt a Resolution appointing Cynthia Shaheen to the San Luis Obispo Council of
Government’s Citizens Transportation Advisory Committee; and
2) Determine that approving the appointment is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct,
or reasonably foreseeable indirect, physical change in the environment . (State CEQA
Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.).
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact and minimal staff impact associated with preparing the staff
report for this action.
BACKGROUND:
The Citizens Transportation Advisory Committee (CTAC) reviews and prepares
recommendations to the San Luis Obispo Council of Governments (SLOCOG) on all
phases of their transportation planning program, including transit, streets and roads,
bicycle facilities, airports, funding, and plan preparation. Its membership is comprised of
appointments from each supervisorial district and each incorporated city, as well as four
at-large appointments made by SLOCOG.
ANALYSIS OF ISSUES:
Former Committee Member Linda St. James notified the City on January 12, 2026, of her
resignation. Cynthia Shaheen has applied to serve on the CTAC and, after review of her
application, is recommended by Council Member Loe, the City Council’s designated
representative for the SLOCOG.

ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Adopt a resolution approving the appointment of Cynthia Shaheen to SLOCOG’s
CTAC;
2. Do not approve the recommended appointment; or
3. Provide other direction to staff.
ADVANTAGES:
Approving the recommended appointment to the CTAC will fill the Arroyo Grande vacancy
on the committee.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
Approving the appointment to the Committee is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct,
or reasonably foreseeable indirect, physical change in the environment. (State CEQA
Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE APPOINTING CYNTHIA SHAHEEN TO THE SAN LUIS
OBISPO COUNCIL OF GOVERNMENT’S CITIZENS TRANSPORTATION
ADVISORY COMMITTEE
WHEREAS, the Citizens Transportation Advisory Committee (CTAC) reviews and
prepares recommendations to the San Luis Obispo Council of Governments (SLOCOG)
on all phases of their transportation planning program, including transit, streets and roads,
bicycle facilities, airports, funding, and plan preparation; and
WHEREAS, its membership is comprised of appointments from each supervisorial district
and each incorporated city, as well as four at-large appointments made by SLOCOG; and
WHEREAS, on January 12, 2026, the City of Arroyo Grande received official notification
that its representative on the CTAC Committee had resigned, effective immediately; and
WHEREAS, the appointment of Cynthia Shaheen will fill the City’s vacancy on the
Committee.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby resolve as follows:
1. Recitals. The above recitals are true and correct and are incorporated herein by
reference.
2. Cynthia Shaheen is appointed to the Citizens Transportation Advisory Committee.
3. Environmental Review. The City Council hereby determines that approving
appointment to the Committee is not a project subject to the California Environmental
Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Guidelines, Cal.
Code Regs., tit. 14, §§ 15060, subd. (c)(2)- (3), 15378.)
4. Effective Date. This Resolution shall take effect upon adoption.
