6. SPECIAL PRESENTATIONS
6.a Honorary Proclamation Honoring the South County Historical Society for its 50th
Anniversary
Mayor Ray Russom presented the Proclamation honoring the South County Historical Society
for its 50th Anniversary. Jim Gregory, South County Historical Society, accepted the
proclamation.
No action was taken on this Item.
6.b Honorary Proclamation Declaring June 2026 as "Pride Month"
Mayor Ray Russom presented the Proclamation Declaring June 2026 as "Pride Month". Trevor
Norcross, Gala Pride and Diversity Center, accepted the Proclamation.
No action was taken on this Item.
6.c City Manager Communications
City Manager Downing provided updates on the City's communications, the Police Department's
participation in the local law enforcement memorial ceremony, Phase 2 of the East Branch
Streetscape Project, bid posting for the Halcyon Complete Streets Project, and Thursday Night
Music in the Park events at Rancho Grande Park.
No action was taken on this item.

9.a Approval of Minutes
Approved the minutes of the Regular City Council Meeting of April 28, 2026, as submitted.
9.b Cash Disbursement Ratification
Reviewed and ratified the listing of cash disbursements for the period of April 1 through April 15,
2026.
9.c Statement of Investment Deposits for March 2026
Received and filed the report listing investment deposits of the City of Arroyo Grande as of
March 31, 2026, as required by Government Code Section 53646(b).
9.d Appointment to the Citizens Transportation Advisory Committee
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPOINTING CYNTHIA SHAHEEN TO THE SAN LUIS OBISPO
COUNCIL OF GOVERNMENT’S CITIZENS TRANSPORTATION ADVISORY COMMITTEE";
and
2) Determined that approving the appointment is not a project subject to the California
Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines,
Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.).
9.e San Luis Obispo County Regional Homelessness and Affordable Housing Compact
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING THE SAN LUIS OBISPO COUNTY REGIONAL
HOMELESSNESS AND AFFORDABLE HOUSING COMPACT"; and
2) Found that approving the Resolution is not a project subject to the California Environmental
Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060,

subd. (c)(2)-(3), 15378. Alternatively, the adoption of the Resolution is exempt from CEQA on
the basis that it can be seen with certainty that there is no possibility that the activity in question
may have a significant effect on the environment. (State CEQA Guidelines, § 15061, subd.
(b)(3).)
9.f Resolutions Ordering the Preparation of Annual Engineer’s Reports for Assessment
Districts for FY 2026-27
1) Adopted Resolutions entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ORDERING THE PREPARATION AND FILING OF THE ANNUAL
ENGINEER’S REPORT FOR THE PARKSIDE VILLAGE ASSESSMENT DISTRICT FOR
FISCAL YEAR 2026-2027"; "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ORDERING THE PREPARATION AND FILING OF THE ANNUAL
ENGINEER’S REPORT FOR THE GRACE LANE ASSESSMENT DISTRICT FOR FISCAL
YEAR 2026-2027"; and "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ORDERING THE PREPARATION AND FILING OF THE ANNUAL
ENGINEERS REPORT FOR THE ARROYO GRANDE LANDSCAPING AND LIGHTING
ASSESSMENT DISTRICT NO. 1, WITHIN TRACT 1769, FOR FISCAL YEAR 2026-2027".
2) Determined that adopting the Resolutions ordering the Engineer's reports is exempt from the
California Environmental Quality Act ("CEQA") because the activity is not a “project” subject to
CEQA and it has no potential to result in either a direct, or reasonably foreseeable indirect,
physical change in the environment. (State CEQA Guidelines,§§ 15060, subd. (c)(2)-(3),
15378.)
10. PUBLIC HEARINGS
10.a Architectural Review 25-004; Public Art on Private Property; Location – 227 East Branch
Street
Interim Community Development Director Perez presented the Item.
Mayor Ray Russom opened the public hearing. Speaking from the public were Emily
Zimmerman, Nan Fowler, Lisa Deblauw, and Christine Navolt. Upon hearing no further public
comments, Mayor Ray Russom closed the public hearing. Interim Director Perez responded to
questions from the public.

Seconded by Council Member Guthrie
1) Adopt a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING ARCHITECTURAL REVIEW 25-004 FOR A PROPOSED
MURAL AT 227 EAST BRANCH STREET"; and
2) Find that the project is exempt from review under the California Environmental Quality Act
(CEQA) pursuant to CEQA Guidelines Section 15301 for minor alterations to existing structures.

10.b Amendments to the Comprehensive FY 2026-27 User Fee Schedule
Administrative Services Director Valentine presented the Item and responded to questions from
Council. City Manager Downing responded to questions from Council.
Mayor Ray Russom opened the public hearing. Upon hearing no public comments, Mayor Ray
Russom closed the public hearing.

Seconded by Council Member Guthrie
1) Adopt a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ESTABLISHING ADDITIONAL USER FEES AND ADJUSTING THE
RATES AND CHARGES FOR ALL USER FEES FOR REGULATORY ACTIVITIES,
PROGRAMS, AND SERVICES set forth IN THE COMPREHENSIVE FEE SCHEDULE
EFFECTIVE JULY 1, 2026", and directed staff to evaluate adding a lost key fee; and
2) Determine that adopting amendments to the Comprehensive FY 2026-27 User Fee Schedule
is exempt from the California Environmental Quality Act (“CEQA”) because the activity is not a
“project” subject to CEQA and it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060,
subd. (c)(2)-(3), 15378).

11.a Amendments to the Municipal Code Regarding Cross-Connections
Utilities Manager Taylor presented the Item.

1) Introduce an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE AMENDING CHAPTER 13.16 OF TITLE 13 OF THE ARROYO
GRANDE MUNICIPAL CODE REGARDING CROSS-CONNECTIONS"; and

2) Find the Ordinance is not subject to the California Environmental Quality Act (“CEQA”)
because amending Chapter 13.16 of the AGMC has no potential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines,
§15060 (c)(2) and (3), 15378). Alternatively, this organizational or administrative activity to
amend Chapter 13.16 of the AGMC will not result in direct physical changes in the environment.
(State CEQA Guidelines §15378(b)(5).)

Administrative Services Director Valentine presented the Item and responded to questions from
Council. Assistant City Manager/Public Works Director Robeson responded to questions from
Council.
Mayor Ray Russom invited public comment. Speaking from the public was Lisa Deblauw. No
further public comments were received. Assistant City Manager/Public Works Director Robeson
responded to questions from the public.

Seconded by Council Member Guthrie
1) Adopt a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING THE 10-YEAR CAPITAL IMPROVEMENT PROGRAM FOR
FISCAL YEAR 2026-27 THROUGH FISCAL YEAR 2035-36"; and
2) Find that the approval of the Resolution is statutorily exempt from the California
Environmental Quality Act (CEQA) under State CEQA Guidelines, Section §15061(b)(3), as
such approval does not have the potential to result in an effect on the environment. The
approval does not commit the City to any of the identified projects in the CIP. Each individual
project in the plan will be subject to CEQA review as required by law. Secondly, this action
constitutes an organizational or administrative activity that will not result in a physical change in
the environment and is therefore not subject to CEQA pursuant to Section §15378(b)(5).
