MEMORANDUM TO: City Council FROM: Bill Robeson, Assistant City Manager/Director of Public Works BY: Shane Taylor, Utilities Manager Hailie Hix, Utilities Manager SUBJECT: Purchase of Replacement Service Truck DATE: May 26, 2026 RECOMMENDATION: Authorize the City Manager to sign the purchase agreement with Downtown Ford of Sacramento for the purchase of a 2.5-ton Service Truck; and to sign the purchase agreement with Master Tech Automotives in Arroyo Grande to upfit the Service Truck. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The purchase cost of the truck cab and chassis, and custom service body totals $148,853.39. Approximately ten (10) hours of staff time were required to specify and obtain price quotes. The State of California Department of General Services creates a Statewide Contract Fleet Vehicles pricing list that can satisfy the Purchasing Policy Exception to Competitive Solicitations by using the State and Federal Multiple Award Schedules under Section 4.6 subsection 2 of the City of Arroyo Grande’s Purchasing Policies and Procedures Manual. This Service Truck is going to be purchased under the State of California Contract 1-22-23-20F CLIN: 50. BACKGROUND: Service truck MS-5 is a fully equipped 2009 2.5 -ton Ford F-450 utility service truck. This truck was budgeted to be replaced in Fiscal Year (FY) 2026 -27 for the amount of $160,000. The MS-5 service truck broke down in the fall of 2025. Repairs to the vehicle were estimated to exceed $10,000. In addition, the truck is equipped with a diesel Tier 0 engine that does not comply with current San Luis Obispo County Air Pollution Control District and California Air Resources Board emissions standards. Current regulations prohibit the addition of Tier 0 equipment to fleets and require the gradual removal of Tier 0 engines from operation in California. A budget amendment request was approved to transfer funds to support the purchase of a replacement service truck in the current FY. The current overall two-year budget is the same for vehicle replacements. Service truck PW -10 was scheduled for replacement in FY 2025-26 at a cost of $60,000. The Page 160 of 466 Item 9.h. City Council Purchase of Replacement Service Truck May 26, 2026 Page 2 replacement for PW -10, along with the amount, has been moved and budgeted for FY 2026-27. The amendment is a zero-dollar budget impact on the two-year vehicle replacement account in the Water fund. ANALYSIS OF ISSUES: Price quotes were obtained for the new service truck cab and chassis and utility service body by direct solicitation of local dealers and use of the Statewide Contract Fleet Vehicle Purchasing. Price quote results are attached. The Utilities Division within the Public Works Department depends on this replacement service truck to maintain the City’s utility systems and respond to emergencies such as water main breaks and vehicle collisions involving fire hydrants. The new service truck will transport the personnel, tools, and equipment necessary to support emergency response and infrastructure repairs. The custom utility service body to be installed on the chassis includes several specialized features designed to support field operations, including a heavy-duty crane, work bench, hydraulic tool circuit, pipe rack, and traffic safety arrow board. Detailed quotes of the service body are attached. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Staff’s recommendation; 2. Do not authorize the purchase as presented; 3. Modify the purchase; or 4. Provide other directions for staff. ADVANTAGES: The purchase of this replacement vehicle will provide the necessary equipment to respond to emergencies, operate, and maintain the City’s water system. DISADVANTAGES: Not purchasing this service truck will increase the Utilities Division's emergency response time and reduce its ability to repair and maintain the City’s water and sewer system. The current 2009 service truck will be expensive to repair and will likely continue to have mechanical issues, further reducing reliability. ENVIRONMENTAL REVIEW: No environmental review is required for this item. Approval of the purchase of the service truck is not a project under CEQA because such action constitutes an organizational or administrative activity of a government that will not result in a direct or indirect physical change in the environment. (State CEQA Guidelines § 15378(b)(5).) PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2.
