SUBJECT: Notice of Acceptance, Water Main and Services Project, PW 2025 -04

RECOMMENDATION:
1) Adopt the Resolution accepting the Water Main and Services Project (PW 2025-04)
and associated actions; and
2) Determine that adopting the Resolution ordering the acceptance is exempt from the
California Environmental Quality Act ("CEQA") because the activity is not a “project”
subject to CEQA and it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Guidelines,§§
15060, subd. (c)(2)-(3), 15378.)
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The final total construction contract cost and contingency for the Water Main and Services
Project was $654,998.08, including $26,187.08 for changes in materials quantities and
field change orders. The FY 2025-26 10-year CIP approved by City Council on May 13,
2025,1 budget included $700,000 for the Project, consisting of the funding sources noted
below. The project was completed within budget.

BACKGROUND:
The City’s Water System Master Plan was adopted by the City Council on January 22,
20132. It recommended replacement of several sections of cast iron water mains and
appurtenances due to their condition and age, including:
296 feet of 8-inch polyvinyl chloride (PVC) to replace an equivalent-size cast iron
pipe originally installed in 1929 in Wesley Street that has failed twice in the last
year; and
221 feet of PVC pipe to replace a 4-inch cast iron pipe in Vernon Street that is
undersized for fire flow.
At its December 9, 2025,3 meeting, the City Council awarded a construction contract to
complete the Water Main and Service Project (PW 2025-04). This project consisted of
replacing the two water mains listed above and replacing galvanized services in streets
scheduled for pavement rehabilitation in summer 2026.
ANALYSIS OF ISSUES:
The Water Main and Services Project was completed to the satisfaction of City staff. The
contractor worked well with City staff and was cognizant of the timing and traffic
considerations for the work that impacted the Village and the neighborhoods. All punch
list items were completed by May 21, 2026.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Staff’s recommendation;
2. Do not approve staff’s recommendation and request further information;
3. Provide other direction to staff.
ADVANTAGES:
The project was completed, and accepting the improvements will allow staff to file the
Notice of Completion and close out the project.
DISADVANTAGES:
Since the work was completed to staff’s satisfaction, there is no disadvantage identified
for this project. A
ENVIRONMENTAL REVIEW:
These actions are exempt from the California Environmental Quality Act ("CEQA")
because the activity is not a “project” subject to CEQA and it has no potential to result in
either a direct, or reasonably foreseeable indirect, physical change in the environment.
(State CEQA Guidelines,§§ 15060, subd. (c)(2)-(3), 15378.)

Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE ACCEPTING THE WATER MAIN
AND SERVICES PROJECT (PW 2025-04) AND
ASSOCIATED ACTIONS
WHEREAS, the construction project known as Water Main and Service Replacements
(PW 2025-04) has been completed in accordance with applicable contracts as of May 12,
2026; and
WHEREAS, it is in the best interest of the City of Arroyo Grande to formally acknowledge
the completion of this project and to record a Notice of Completion; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande,
as follows:
1. The foregoing recitals are true and correct and are incorporated herein.
2. Accepts the Water Main and Services Project (PW 2025-04).
3. Authorizes staff to file the Notice of Completion with the San Luis Obispo County
Recorder’s Office.
4. Authorizes release of the retention payment thirty-five days after the Notice of
Completion has been recorded, if no liens have been filed.
BE IT FURTHER RESOLVED that the City Council of the City of Arroyo Grande does hereby
determine that the acceptance of the water main and services project and filing the notice of
completion is not a project subject to the California Environmental Quality Act (“CEQA”)
because it has no potential to result in either a direct, or reasonably foreseeable indirect,
physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3),
15378.)
