SUBJECT: General Plan Update Progress Report – June 2026

RECOMMENDATION:
Receive and file a progress report on the Comprehensive General Plan Update.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The financial and personnel impacts associated with this progress report are included in
the budget for the Comprehensive General Plan Update.
BACKGROUND:
The last progress report was provided for the City Council on April 28, 20261. The report
described the process for amending the Preliminary Public Draft General Plan and
included an update on the progress made on the Environmental Impact Report and
Climate Action Plan. During the study session held on May 26, 20262, staff described how
the Preliminary Public Draft General Plan was revised based on Council’s direction
received at the February 24, 20263 study session.
ANALYSIS OF ISSUES:
With Council’s support heard at the last study session, the Public Review Draft General
Plan will be finalized for consideration of approval by Council in November. In the
meantime, a final review of the document will occur to identify and correct any remaining
minor grammatical and formatting mistakes.
Environmental Impact Report (EIR)
The EIR will describe and analyze the potential significant environmental impacts
associated with the comprehensive update of the General Plan. Staff has completed its

initial review of the internal draft EIR. The internal draft is being revised to address staff
comments and edits to create the Draft EIR, which will be released in July. State law
requires a 45-day period for the public to review and provide public comment on the Draft
EIR. The City will need to respond to all comments received during that period and include
those comments and responses in the Final EIR that will be considered by Council for
certification.
Climate Action Plan (CAP)
Staff has also completed an internal review of the draft implementation measures for the
CAP. The implementation measures will be the foundation of the CAP and were
formulated based on comprehensive analyses of existing conditions and the Greenhouse
Gas (GHG) Emissions Inventory and Forecast. These measures account for feedback
received from City staff and community obtained from engagement with the public at
Farmer’s Market and the Thursday Night Music in the Park event at Rancho Grande Park
on June 11, 2026. The measures and supporting actions are intended to be achievable
and implementable that help advance the City’s efforts to reduce GHG emissions in
alignment with California’s climate targets.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Receive and file this progress report on the Comprehensive General Plan Update;
or
2. Provide other direction to staff.
ADVANTAGES:
Regular updates to the City Council will inform decision -makers and the community on
the status of the project.
DISADVANTAGES:
None identified.
ENVIRONMENTAL REVIEW:
No environmental review is required to receive and file this progress report on the General
Plan Update because it has no potential to result in either a direct, or reasonably
foreseeable indirect, physical change in the environment. (State CEQA Gu idelines, Cal.
Code Regs., tit. 14, §§ 15060, subd. (c)(2)-(3), 15378.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
