A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE AUTHORIZING THE CITY MANAGER
TO EXECUTE ON-CALL PROFESSIONAL SERVICES
AGREEMENTS FOR THE FIVE DISCIPLINES AS LISTED
IN TABLES 1 THROUGH 5, SUBJECT TO ANY MINOR,
TECHNICAL, OR NON-SUBSTANTIVE CHANGES AS
APPROVED BY THE CITY MANAGER IN CONSULTATION
WITH THE CITY ATTORNEY
WHEREAS, the City utilizes on-call professional services agreements to provide efficient
access to qualified consulting firms for engineering, planning, and related professional
services as needed for City projects and operations; and
WHEREAS, the City’s current on-call professional services agreements are scheduled to
expire on July 26, 2026, necessitating the establishment of new on-call agreements to
maintain continuity of service; and
WHEREAS, the on-call consultant selection process was conducted through a
competitive Request for Qualifications (RFQ) process in which firms were evaluated
based on established criteria including experience, qualifications, understanding of
services, and personnel qualifications; and
WHEREAS, the use of on-call agreements allows the City to streamline the procurement
of professional services for individual task assignments while maintaining compliance with
applicable procurement policies and procedure; and
WHEREAS, execution of an on-call agreement does not guarantee any minimum amount
of work or services, and all work will be authorized only through future task orders, scopes
of work, and negotiated not-to-exceed budgets; and
WHEREAS, individual task assignments under the on-call agreements will be issued
through a mini-request for proposals (mini-RFP) or similar task order process, and will be
subject to separate written authorization prior to commencement of work; and
WHEREAS, to ensure the City maintains timely access to qualified consultants for future
projects and operational needs, staff recommends approval of the on-call professional
services agreements with the selected firms noted in bold in Tables 1 through 5 in Exhibit
“A”.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande,
as follows:
1. The foregoing recitals are true and correct and are incorporated herein.
2. Authorize the City Manager to execute On-Call Professional Services Agreements

for the five disciplines listed in Exhibit A Tables 1 through 5, subject to any minor,
technical, or non-substantive changes as approved by the City Manager in
consultation with the City Attorney.
3. Find that the proposed action is not a project, and is exempt from review under
CEQA, because approval of On-Call Professional Services Agreements is an
organizational or administrative activity of government that does not itself result in
direct or indirect physical changes in the environment. (State CEQA Guidelines,§
15378(b)(5)).
On motion of Council Member Guthrie, seconded by Council Member Secrest, and on the
following roll call vote, to wit:
AYES: Council Members Guthrie, Secrest, Maraviglia, and Mayor Ray Russom
NOES: None
ABSENT: Council Member Loe
the foregoing Resolution was passed and adopted this 23 rd day of June, 2026.
