ADOPTION OF RESOLUTIONS DIRECTING THE LEVY OF THE ANNUAL ASSESSMENTS FOR:
- PARKSIDE VILLAGE ASSESSMENT DISTRICT
- GRACE LANE ASSESSMENT DISTRICT
- ARROYO GRANDE LANDSCAPING DISTRICT NO. 1, WITHIN TRACT 1769
FISCAL YEAR 2026-2027

1
3 step process for compliance with the California Landscape and Lighting Act of 1972:
1.) Adopt a Resolution describing any proposed new improvements and ordering preparation and filing of an engineer’s report.
Resolutions adopted on May 12, 2026, for the 3 Assessment Districts and Ordered the preparation and filing of the Annual Engineer’s Reports.
No new improvements or substantial changes in existing improvements were/are proposed. Routine maintenance and replacement in place of aging facilities.

2.) Approve the Engineer’s Report and adopt a Resolution of Intention to levy and collect assessments under the subject assessment districts for the upcoming fiscal year. It also states
whether the assessment is proposed to change from the previous year and sets a date/hour/place for a public hearing.
Engineer's Reports approved on May 26th, 2026, declaring the intent to levy and collect assessments.
3.) Conduct the public hearing affording all interested parties the opportunity to hear and be heard.
Tonight’s hearing satisfies this and the last step of the process.
4.) And adopt Resolutions confirming the assessments, which constitute the levy of the assessments for the 2026-27 fiscal year.
The subject of tonight’s June 23, 2026, City Council meeting.

CPI adjustments must be authorized when an assessment district is established and help offset inflation and rising maintenance costs. Although Parkside allows a CPI adjustment, its current
financial condition does not require one. No increases are proposed for FY 2026-27.

RECOMMENDATION:
1) Conduct a public hearing for the levy and collection of assessments for the Parkside Village Assessment District, Grace Lane Assessment District, and Arroyo Grande Landscaping and
Lighting Assessment District No. 1 within Tract 1769;
2) Adopt Resolutions confirming the diagram and assessments, and directing the levy of the annual assessment related to the Parkside Village Assessment District, the Grace Lane Assessment
District and the Arroyo Grande Landscaping and Lighting Assessment District No. 1 within Tract 1769, pursuant to the Landscaping and Lighting Act of 1972 (Streets and Highways Code
Sections 22500 et. seq.) for Fiscal Year 2026-27

3) Find the proposed action is exempt from CEQA under State CEQA Guidelines § 15302 and State CEQA Guidelines § 15378(b)(5).
