Study Session on Efforts to Redevelop E. Grand Avenue

Background
Redevelopment of E Grand identified as a CC goal
E Grand Ave EDP added as a CIP in FY 2025-2027 budget
One of the goals that came out of the goal setting workshop that occurred on Feb 10, 2025 was Redevelopment of E Grand Ave, specifically between Elm St and Halcyon Rd. The E Grand Ave
Economic Development Plan is one of the projects proposed to attain that goal.
Accordingly, this work effort was included as a capital improvement project in the current budget.
This image highlights the parcels that staff anticipates would be included as part of the Economic Development Plan.

General Plan Update
E Grand Ave Overlay/Development Code Update
E Grand Streetscape Plan
The E Grand Ave Master Plan project began in earnest in 2017. Objectives included identifying obstacles to infill development and investment and also included rec for streetscape improvements
and parking changes. Public outreach was conducted, a demographic and market analysis performed but nothing was adopted by CC from that effort.
Current projects that would alter development potential of the corridor include:
The GPU, which proposes a new land use designation for Grand Ave, the corridor mixed use which would increase the maximum residential density for those affected parcels. Also increases
the intensity of non-residential development (higher FAR and lot coverage)
The E Grand Overlay District will also be developed as part of the development code update to occur after adoption of the General Plan. The overlay districts are a zoning tool that will
establish regulations specific to the corridor to achieve a certain objective. Overlay zones may include unique development standards to incentivize development such asdensity bonus,
increased height limits, reduced parking, or reduced permit requirements
Objective of the E Grand Streetscape project is improving safety, mobility, and accessibility for all users. Primarily focused on improvements within the ROW.
Could include modified lane configuration for vehicles and bikes, parking, lighting, street furniture, and landscaping.
These projects would both be informed by, and complement, the Economic Development Plan to establish the foundation for a revitalized corridor.

EDP - Objectives
Define a framework that furthers a diversity of development types
Identify opportunities for adaptive reuse of existing buildings
Promote development and urban amenities that encourage pedestrian activity
that brings us to the topic of tonight’s discussion, the E Grand Economic Development Plan. The proposed objective of the Plan is to develop strategies to facilitate a redevelopment
of E Grand Ave between Elm and Halcyon.
A draft RFP was provided as Attachment to the staff report. The RFP states the objectives of the plan to be: READ SLIDE

Three main components, as described in RFP
1) Existing conditions, focused market analysis
2) Stakeholder and community engagement
3) Recommendations & implementation strategies
The objectives would be met by carrying out three main components, which are described in the draft RFP as:
Market analysis focused on the corridor’s potential
Public and stakeholder outreach to identify the corridor’s assets and opportunities, challenges, and to capture the community’s vision for the area
The first two steps would inform the recommendations and implementation strategies. These strategies could be related to land use regulations, beautification including public art, parking
management, signage, buy local programs, business districts, and would be arranged for short, mid and long-term implementation timeframes.

Study Session Objectives
Identify City Council’s vision for this section of the corridor
Priorities for industry or amenities (i.e. public spaces, outdoor dining, entertainment venues)?
Are there specific topics or areas to prioritize?
Incentive programs to consider?
Staff is here tonight to better understand Council’s vision for corridor and overall objectives for the Plan.
For example, what is City Council’s vision for this section of the corridor (Should there be an emphasis on either commercial or residential development? Should it be mixed-use? regional
destination)
Should the corridor have a specific identity/industry focus? (emphasize entertainment options, dining, arts, or a combination of these and others)
Are there topics the plan should prioritize? Design of the built environment, mixture of land uses, parking, or improving walkability, or are there incentive programs that should be
evaluated?
Answers to these questions will affect how the project is described and marketed in the RFP in hopes of retaining a consultant that is best suited to develop this plan with us.

Receive public comment and provide direction to staff regarding next steps for the project.
