HomeMy WebLinkAboutMinutes 1991-09-10MINUTES REGULAR MEETING OF THE CITY COUNCIL TUESDAY, SEPTEMBER 10, 1991 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council of the City of Arroyo Grande met at 7:30 P.M. with Mayor Mark M. Millis presiding. & 21 D INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. James Wickstrom of Berean Bible Church delivered the invocation. 3 ROLL CALL Present were Mayor Millis and Council Members A. K. "Pete" Dougall, Gene Moots and B'Ann Smith. Council Member Olsen was absent. Staff Members present were City Manager Chris Christiansen, City Attorney Judy Skousen, city Clerk Nancy Davis, Acting Public Directorrks Director Dave Mulkey, AvelinoDeputy Public Works and Chief of PoliceRckTerBorch, or Avelino 4. ORAL COMMUNICATIONS LORI ZAHN of 2750 Branch Mill Road urged Council Members to attend the public hearing on expanded offshore drilling off the San Luis Obispo, Santa Barbara and Ventura Coasts, She said the single public heating, sponsored by the United States Department of the interior, will be held on September 18, 1991 at the Santa Maria Hilton Hotel. s A CONSENT AGENDIt was moved by Dougall/Smith, and the motion passed to approve consent Agenda items 5.B. through 5.F., with the recommended courses of action. 5.B. Award of Bid,, Street Sweeping contract. Awarded to low bidder. 5.F. Request to Install Intercom Linet Police Departmentt Budgeted Item. Approved. 5.A.(1) "Ridesharinq week," September 23-27, 1991, Mayor Millis presented the proclamation to Julie Millsap of San Luis Obispo county Area council of Governments. 5.A.(2) "D.A.R.E. Day," September 12, 1991. R SO MTH11 At1TNQRTtisminll TO CLOSE A STREET FOR THE .DV�STIVAL PARADE It was moved by Smith/Dougall (4-0-1, with Smitht Dougall, 436 CITY COUNCIL MINUTES SEPTEMBER 10, 1991 Moots and Millis voting aye, Olsen absent) to approve Resolution No. 2487 Requesting Authorization to Close a street for Harvest Festival Parade. 8.0. REQUEST OF LUCIA MAR UNIFIED SCHOOL DISTRICT FOR A ONE-YEAA EXTENSION OF THE LEASE 1lrREEMENT FOR LOPEZ HIGH SC OOL Mayor Millis said he may have a conflict of interest in this matter and left the room. Mr. Christiansen referred to the September 3, 1991 letter from the school district requesting a one-year extension of the lease agreement for Lopez High School at the Elm Street site. He recommended that the Council approve the district's request with two conditions, (1) that the contract be extended to July 1, 1992 in orddr to allow time for furnishings to be removed from the buildinthe existing buildings to the)Cityt the effective School JulyDistrict 1, 1992sfor11 approximately $1.0o. It was moved by Smith/Dougall, and the motion passed to approve Mr. Christiansen's recommendation. Mayor Millis returned to the dais. It was moved by Moots/Dougall,• and the motion passed to approve Mr. Christiansen's recommendation. 9 WRITTEN COMMUNICATIONS Mr. Christiansen read a letter of resignation from Billy Howells, Parks and Recreation Commission member. Mayor Millis and the council Members accepted the resignation with regrets. Mayor Millis said Mr. Howells had served the commission for 11 years and would be missed. 4 to ORAL COMMUNICATIONS LEONARD LENGER of 1203 Carpenter Canyon Road objected to the fact that he had been named as a cross complainant in a lawsuit against the City. He said he had obtained legal counsel and will be asking the City to pay his legal original n erning a loplit onTally Ho Road and RidgevieW lawsuitWay is frivolous. Both Mr. Lenger and ED CHADWELL of 290 Ridgeview Way, also a cross complainant, said that the name of SALLY WHITE should be removed from the list of cross complainants by the City. They said she is ill and an innocent party. 11 CLOSED SESSION The council adjourned to a Closed Session on Labor Relations at 7e54 P.M. on the unanimously approved motion of Smith/Dougall. 437 CITY COUNCIL MINUTES SEPTEMBER 10, 1991 12.
