Millis presiding. 1 & 2 ALUTE AND FLAG SINVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. Randy Ouimette, Arroyo Grande Fire Department Fire Chaplain, delivered the invocation. 3 ROLL CALL Present were Mayor Millis and Council Members A. K. "Pete' Doris Dougall, Gene Moots, Olsen and B'Ann Smith.citStaff members present were City Manager Chris Christiansen, b1ic1Works DirectortPaulyKarpy Skousen, City Clerk Nancy Davis, Planning Director Doreen Liberto-Blanck, Long Range Planner Sandra Bierdzinski, Chief of Building and Fire Doug Hamp and Assistant Public Works Director Avelino Lampitoc. 4 ORAL COMMUNIrATIONS SCOTT SPIERLING, Chief Shop Steward for the SEIU, said the employees, union had developed a budget plan to save the City more than $450,000, without the layoff of any employees or the reduction of the level of service to the residents of the City. He requested that the Council postpone its budget session set for May 15, so that the union could discuss the plan with the City Manager and Finance Director. 5 CONSENT AGENDA It was moved by Smith/Dougall, and the motion passed o approve Consent Agenda Items S.A. through S.J., with the recommended courses of action. 5.A. CONTROL DISTRICT Mr. Karp referred to his Staff Report of May 6, 1991 and recommended that the Council authorize, subject to final agreement and cooperation by the other South County Water purveyors, a loan of money from the City's water fund to the County Flood Control District for the purpose of providing part of the local share of the funding necessary t1979mplete an study of update groundwaterthe inDepartment Arroyo Water Resources (DWR) Y Grande area. Council Member Olsen said it is important that the study be done. She requested the flexibility to make the decision whether or not to vote in favor of the project even if two entities do not support the study funding. It was moved by Moots/Dougall, and the motion passed to approve Council Member Olsen making the decision to vote on the funding of the ground water study as she sees fit. 11WRITTEN COMMUNICATIONS None. 12 ORAL COMMUNICATIONS MR. MC GILLIS invited the Council to the Carpenters Brotherhood reunion at 1:00 P.M. Saturday, May 18, 1991. 13 CLOSED SESSION None Council Member Dougall suggested that the Council discuss Mr. Spierling's request to postpone the May 15, 1991 City Budget Meeting. It was moved by Dougall/Smith (5-0-0, Dougall, Smith, lis the agenda a discussion of whether en and lor not ttogo postpone o May15, 1991 bdget meeting. Mr. Spierling said that the SEIU had developed an alternate budget, but would like to do some more research, meet with the City officials and refine the proposal. Council Members Dougall and Smith said the employees should have a chance to meet with the city Manager and present their plan. After more discussion, it was decided that the bud9get 91 meeting would be postponed for one day to Thursday, May 16, at 730 p.M. in the City Council Chambers, 215 East Branch Street.
