SPECIAL MEETING OF THE CITY COUNCIL
TUESDAY, DECEMBER 9, 1997

Mayor Dougall called the meeting to order at 6:00 P.M. Mayor Pro Tern Lady,
Council Member Tolley, City Manager Hunt and City Attorney Carmel were present.
1 PUBLIC COMMENT:
None.
? CLOSED SESSION:
Mayor Dougall announced that the Council was going to meet in closed session to
discuss the following matters:
(a) CONFERENCE WITH LABOR NEGOTIATOR pursuant to Government Code
Section 54957.6:
Agency Negotiator: Rick TerBorch, Chief of Police
Represented Unit: Service Employees' International Union (S.E.I.U.1,
Local 620.
(b) PUBLIC EMPLOYMENT pursuant to Government Code Section 54957:
- Public Works Director
(c) CONFERENCE WITH LEGAL COUNSEL - Existing Litigation: pursuant to
Government Code Section 54956.9(a) involving three (3) cases.
Name of Cases: Unspecified: Disclosure would jeopardize existing
settlement negotiations.
(d) CONFERENCE WITH LEGAL COUNSEL - Anticipated Litigation: significant
exposure to litigation pursuant to Government Code Section 54956.9(b)
involving one (1) potential case.
(e) PUBLIC EMPLOYMENT PERFORMANCE EVALUATION pursuant to government
Code Section 54957:
Title: City Manager
(f) CONFERENCE WITH LABOR NEGOTIATOR pursuant to Government Code
Section 54957.6:
Agency Negotiator: Timothy J. Carmel, City Attorney
Unrepresented Employee: City Manager
Council Member Fuller arrived at 6:10 P.M.

The meeting was adjourned at 7:30 P.M. to the regular City Council meeting.
