MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, SEPTEMBER 22, 1992
CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council of the City of Arroyo Grande met at 7:30
P.M., with Mayor Mark M. Millis presiding.

Mayor Millis led the Pledge of Allegiance to our Flag, and the
Rev. James Wickstrom of Berean Bible Church delivered the
invocation.
3. ROLL CALL
Present were Mayor Millis and Council Members A. K. "Pete"
Dougall, Matthew P. "Pete" Gallagher, Gene Moots and B'Ann Smith.
Staff Members present were City Manager Chris Christiansen, City
Attorney Judy Skousen, City Clerk Nancy Davis and Public Works
Director Van Laurn.
j. CONSENT AGENDA
It was moved by Dougall/Gallagher, and the motion passed
unanimously to approve Consent Agenda Items 5.A. through 5.C., with
the recommended courses of action.
5.A. September 8, 1992, City Council Minutes. Approved.
5.B. Approval of Tract 1915; 1048 Fair Oaks Avenue; Baur. Approved.
5.C. Setting Public Hearing for Proposed Rancho Grande Park,
October 22, 19920 7:30 P.M., Arroyo Grande Community Center.
Approved.
6. REGISTER OF CHECKS
It was moved by Dougall/Smith, and the motion passed
unanimously to approve cash disbursements in the amount of
$414,888.401 as listed in the September 16, 19920 Staff Report of
Finance Director David Bacon.
Mr. Christiansen referred to the August 270 1992, Staff Report
of the City Clerk. He said this ordinance is a continuation of the
updating of the Municipal Code by the City Clerk, who is correcting
duplications, conflicts and ambiguities.
After being assured that the Public Hearing had been duly
noticed and all legal requirements met, Mayor Millis declared the
hearing open and said all persons would be heard regarding the
matter. When no one came forward to speak, the Mayor closed the
hearing to the floor.
Mr. Christiansen read the title of the ordinance Amending
Municipal Code Title 3, Chapter 1 Regarding Business Licensing,
Chapter 2 regarding Funds and Chapter 3 Regarding Taxes; and Title
5, Chapter 10 regarding Taxicab Drivers, Chapter 12 Regarding Bingo
Games, Chapter 13 Regarding Parents' Responsibility for Loitering
Minors. It was moved by Smith/Dougall and unanimously approved to
dispense with further reading of the ordinance.
Mayor Millis said that constituted the first reading of the
ordinance.

It was moved by Smith/Dougall (5-0-00 Smith, Dougall,
Gallagher, Moots and Millis voting aye) to adopt Ordinance No. 451
Amending the Municipal Code related to City Sewer Charges by
Amending Chapter 6 to Title 6, Section 6-6.1001.

Mr. Christianson recommended that the Council have a Closed
Session on this agenda item. The City Attorney said the clatter is
being looked into and the City is working on it.
Mayor Millis nominated Frank Klavon to the Mobile Home Rent
Review Board, and the Council approved.
Mayor Millis nominated Mel Johnson to the Mobile Home Rent
Review Board, and the Council approved.
Mayor Nillis nominated Madeline Burke to the Mobile Home Rent
Review Board, and the Council approved.
Mayor Hillis nominated Council Member Gallagher to
Home Rent Review Board, and the Council approved.
It was moved by Gallagher/Smith, and the motion passed
unanimously to approve the issuance of a Temporary Use Permit to
the Village Improvement Association for permission to allow small
art displays on the sidewalks in the village at various locations
on Sundays only, to waive use permit fees and to review the program
January 1, 1993.
In answer to Council questions, Mr. Christiansen said since
1989 the City Managers and Fire Chiefs in the County have attempted
to make a new ambulance agreement with the County. He said in the
mid-1970s, the cities turned over the regulation of ambulance
services to the County. He said after an immense amount of study,
the Managers and Chiefs came to the conclusion that the cities
would be better served if they could have some input into the
program. He said there is a suspicion that the urban centers are
financially subsidizing the rural areas with regard to ambulance
services.
It was moved by Dougall/Moots (5-0-0, Dougall, Moots,
Gallagher, Smith and Millis voting aye) to approve Resolution No.
2951 Requesting the County to Negotiate a Nov Ambulance Agreement
Between the Cities and the County and Designating the City
Managers/Fire Chiefs Committee on Ambulance as the Bargaining Group
for the Cities.

It was moved by Moots/Dougall, and the motion passed
unanimously to adjourn at 7:45 P.M. to a Closed Session on
potential litigation pursuant to Government Code Section 54956.9.
(b) (1).
