ROBERT FOLKERTS of 206 Miller Way, one of the owners of the property affected by the easement abandonment, asked if the easement property would revert to the land owners. Mr. Christiansen said yes. When no one further came forward to speak, Mayor Millis closed the hearing to the floor. It was moved by Dougall/Moots (5-0-0, Dougall, Moots, Gallagher, Smith and Millis voting aye) to approve Resolution No. 2918 Ordering the Abandonment of a Water Reservoir Easement on Lot 14 of Tract 599, in the City of Arroyo Grande. It was moved by Dougall/Moots (5-0-0, Dougall, Moots, Smith, Gallagher and Millis voting aye) to approve Resolution No. 2919 Order the Abandonment of a Pump Station Easement on Lot 1 of Tract 577, in the City of Arroyo Grande. Mr. Christiansen said the sewer charges had not been increased since 1984. He said the Lopez rates are being, increased to eliminate a fund deficit. He said costs have increased due to cloud -seeding and rising operating capital costs. After being assured that the Public Hearing had been duly published and all legal requirements met, Mayor Millis declared the hearing open and said all persons would be heard regarding the matter. HEATHER JENSEN of 569 May Street said that her current water bill already refers to a rate increase. The Finance Director said that increase is the third in a series of three water rate increases which were approved more than a year ago. When no one further came forward to speak, Mayor Millis closed the hearing to the floor. After Council questions, Mr. Christiansen read the title of the proposed ordinance Amending the Municipal Code Relating to City Sewer Charges by Amending Chapter 6 of Title 6, Section 6-6.1001. It was moved by Smith/Dougall, and the motion passed to dispense with further reading of the ordinance. Mayor Millis said that constituted the first reading of the ordinance. Mayor Millis said that constituted the first reading of the ordinance. a flyrARDIhG DOh ROBERTS _11im• Mayor Millis and Council Member Dougall said they may have conflicts of interests in this agenda item and left the room. Mayor Pro Tem Moots presided. Mr. Christiansen said the City Attorney had reviewed the agreement, and recommended approval. There were Council questions regarding scheduling and use of the field. It was moved by Smith/Gallagher, and the motion passed to approve the Agreement Between the City of Grover City and the City of Arroyo Grande Regarding Don Roberts Field. Mayor Millis and Council Member Dougall returned to the dais. Mr. Christiansen said representatives from Pismo Beach and Arroyo Grande had joined together in a committee and had gone out to bid for the recycling contract. He said the specifications called for a three-year contract. He said the committee had recommended that Raicco March 24,be awarded 1992 on the the bid, and that a public matter. There were comments and questions from the Council regarding: 1. Bid amounts by Ralcco and South County Sanitary Service 2. Items which would be collected by each company 3. Collection of "green waste" 4. The current ' recycler's failure ram by the achieve busines scant participation in the recycling program y commercial community 5. The need for more of the City's waste to be recycled to reach the State mandated 25 percent in 1995 6. Making it mandatory for commercial and business customers to recycle 7.
