PLANNING COMMISSION
OCTOBER 5, 2010

CALL TO ORDER - The Arroyo Grande Planning Commission met in regular session with
Chair Brown presiding; also present were Commissioners Barneich, Keen, Martin and Ruth.
Staff inembers in attendance were Community Development Director Teresa McClish,
Planning Manager Jim Bergman and Associate Planner Ryan Foster.

AGENDA REVIEW: None
APPROVAL. OF NlINUTES: Commissioner Barneich made a motion, seconded by
Commissioner Keen and unanimously carried to approve the minutes of September 7, 2010
with the following modification: Page 3, last paragraph, first sentence, should read "Nick
Tompkins, NKT gave the history of the property; said $500,000 per week in groceries are
leaving this area".

B. WRITTEN COMMUNICATIONS AFTER AGENDA PREPARATION:
The Commission receiv�d the following material after preparation of the agenda:
1. A copy of a letter addressed to Mr. Bergman from Michael Lucas, RA in support of item
II.A. Construction of a classroom building for Grace Bible Church on Rodeo Drive.
2. Final minutes from Architectural Review Committee from the meeting of Se�tember 13,
2010.
II. PUBLIC HEARING ITEMS:
A. �ONDITIONAL USE PERMIT CASE NO. 10-004; APPLICANT — GRACE BIBLE
CHURCH; REPRESENTATIVE — BRENT FR�EEBY; LOCATION — RODEO DRIVF
Planning M�nager Jim Bergman presented the staff report for the Planning Commission to
consider an application for a conditional use permit to construct a 4,000 square foot
classroom building and landscape improvements.
In an�wer to Commissioners questions, Planning Manager Bergman stated there will be
adequate restrooms; applicant will be required to install water retention devices; there are
no plans to operate a daily school on site; and the building is ADA compliant.
Community Development Director McClish responded to questions about water availability.
Chair Brown opened the meeting for public comments:
Brent Freeby, applicant, provi�ed the history of the project; indicated there will be no
change in oper�ting hours; will not be a high school; there are 357 parking spaces; there
will be a reduction in lawn; will have adequate restrooms; will have a net negative water
impact; facility will need little air conditioning or heating; will have natural lighting; roof will
be flat; will have drip irrigation; and answered Commission questions about the proposed
j facility.
Mike Scott, architect, Le Point Street, is in support of the project; talked about the design of
the proposed facility and making it welcoming to the youth in the community.

Joe Bubar, Senior Minister, Grace Bible Church, Kurt Nilson, Rosemary Lane and Dennie
Newell, members of Grace Bible Church, Ben Youngkin, Youth Pastor, Mentone Street,
Grove Beach, spoke in support of the project.
Commission discussion included the elevation of the building; suggest breaking up the
mass; articulation; glass roll up doors; inside block wall; earthquake compliant; and size of
windows; liked the concept of building for the youth; concern with block and color of block
wall; like to see a landscape buffer between building and fire lane; needs to look cohesive;
supports roof design; and awnings. In answer to Commissioner Barneich, Mr. Bergman
indicated that the project was noticed as required.
Mr. Freeby agreed witPi coming back to the Commission after addressing some of the
issues as the findings cannot be made by the Commission.
It was moved by Commissioner Barneich, seconded by Commissioner Brown, and
unanimously carried to continue this item to a date certain of October 19, 2010.
The Commission took � break at 7:38 p.m. and reconvened at 7:50 p.m.
B. DEVELOPMENT CODE AMENDMENT CASE NO. 10-003; APPLICANT — CITY OF
ARROYO GRANDE; LOCATIONS — NORTH ELM STREET AND BRANCH MILL
ROAD
Commissioner Keen excused himself from the discussion, as he owns property within 500
feet of the project.
Associate Planner Ryan Foster presented the staff report to consider making a
recommendation to the City Council regarding rezoning two (2) properties on North Elm
Street from Single Family (SF) to Gateway-Mixed Use (GMU) and one (1) property on
Branch Mill Road from Agriculture (AG) to Residential Rural for consistency with the
General Plan.
Chair Brown opened the meeting for public comments:
Terry Fibich, Emerald Bay Drive, owner of 180 and 194 North Elm Street, thanked staff for
bringing this item forward and supports the change.
Commissioner Barneich made a motion, seconded by Commissioner Martin, to approve
De�relopment Code Amendment 10-003 and adopt:

Commissioner Martin read a letter on her behalf, dated October 4, 2010 to Director McClish to
recuse herself from this item and stepped down from the dais.
Associate Planner Ryan Foster presented a Resolution of the Planning Commission
recommending the City Council deny Specific Plan Amendment 10-001, Tentative Parcel Map
10-001 and Conditional Use Permit 10-001; located at the southwest corner of East Grand
Avenue and South Courtland Street based on tentative action taken on September 7, 2010.
Commissioner Barneich made a motion, seconded by Commissioner Ruth, based on the
findings of the Resolution of the Planning Commission of the City of Arroyo Grande
recommends the City Council deny Specific Plan Amendment 10-001, Tentative Parcel Map 10-
001 and Conditional Use Permit 10-001; located at the southwest corner of East Grand Avenue
and South Courtland Street, and adopt:

VII. COMMUNITY DEVELOPMENT DIRECTOR COMMENTS AND FOLLOW-UP:
Community Development Director Teresa McClish reported that Engineering and Building
Departments have moved to 300 East Branch Street, temporary hours of operation are from
9:00 a.m. — 2:00 p.m. The rest of the staff will move in the next months.
VIII. ADJOURNMENT: Upon motion by Chair Brown, seconded by Commissioner Ruth
and unanimously carried the meeting was adjourned at 8:10 p.m.
