' A RESOLUTION OF THE PLANNING COMMISSION OF �
THE CITY OF ARROYO GRANDE APPROVING PLANNED
SIGN PROGRAM 12-003; I.00ATED AT 1450 WEST �
BRANCH STREET; APPLIED FOR BY GET-A-MATTRESS �

WHEREAS, the applicant has filed Planned Sign Program 12-003 to install signage for �
the expanded retail activity in the existing Get-A-Mattress business; and �
�
f
WHEREAS, the Planning Commission has reviewed the project in compliance with the �
California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo �
Grande Rules and Procedures for Implementation of CEQA and has determined that the
project is exempt per Section 15311 (a) of the CEQA Guidelines; and
WHEREAS, the Planning Commission of the City of Arroyo Grande has reviewed the �
project at a duly noticed public hearing on November 20, 2012 in accordance with City �
Code; and �

WHEREAS, the Planning Commission finds, after due study, deliberation and public �
hearing, the following circumstances exist:
Planned Sign Program Findings: �

1. The proposed sign is consistent with the goals, objectives, policies and programs
of the Arroyo Grande General Plan, specific plan, and any applicable design �
guidelines or approvals. �
The proposed signage is consistent with the goals, objectives, policies, and
programs of the Arroyo Grande General Plan; it is not subject to any additional �
plans or design guidelines. j
2. The ro osed sign conforms to applicable development standards and �

provisions of this title and will not be detrimental to the public health, safety and �

welfare. �

The proposed signage complies with all applicable development standards for �
commercial business signage in the Regional Commercial district within 300' of �
US Highway 101. �

3. The physical location or placement of the sign is compatible with the surrounding ;
neighborhood and does not pose a safety risk. �

The physical location of the signage, as reviewed by the Architectural Review `
Committee, is compatible with the surrounding neighborhood and does not pose �
a safety risk. �

NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of �
Arroyo Grande hereby approves Planned Sign Program 12-003 with the above findings
and subject to the conditions as set forth in Exhibit "A", attached hereto and incorporated
herein by this reference.
On motion by Commissioner Barneich, seconded by Commissioner Sperow, and by the
following roll call vote, to wit:

NOES: None
ABSENT: Martin

GENERAL CONDITIONS: �
, 1. The applicant shall ascertain and comply with all Federal, State, County and City �
requirements as are applicable to this project. �
2. The applicant shall comply with all conditions of approval for Planned Sign �
Program 12-003. �

3. Development shall occur in substantial conformance with the plans presented to �
the Planning Commission at its meeting of November 20, 2012. '

against the City, its present or former agents, officers, or employees because of `
the issuance of said approval, or in anyway relating to the implementation thereof, f
or in the alternative, to relinquish such approval. The developer shall reimburse ;
the City, its agents, officers, or employees, for any court costs and attorney's fee's €
which the City, its agents, officers or employees may be required by a court to pay �
as a result of such action. The City may, at its sole discretion, participate at its �
own expense in the defense of any such action but such participation shall not �
relieve the developer of his/her obligations under this condition. �

5. All UL listing labels shall be located on the top of the signs so that they are not f
visible from below. j
BUILDING AND LIFE SAFETY DIVISION CONDITIONS: �
6. The project shall comply with the most recent editions of the Codes. j

7. Building and/or electrical permits shall be required for all signs prior to their ,
installation. Certain types of signs may be exempt from building permits. To �
determine which types are exempt, the applicant shall provide the Building and
Life Safety Division with location and type of sign and a determination will be
made. This must be done prior to the installation of the sign. If a building and/or
electrical permits are required the applicant shall pay permit fees in effect at the
time of permit issuance.
ENGINEERING DIVISION CONDITIONS:
8. Sign construction shall adhere to Sections 10.12.010 and 10.12.020 of the �
Arroyo Grande Municipal Code. �
ARCHITECTURAL REVIEW COMMITTEE CONDITIONS:
9. Proposed Sign A shall be reduced proportionally to the same width of the word
"Mattress" in the sign above it.
PLANNING COMMISSION CONDITIONS:
10. The existing non-illuminated directional sign on the southwest corner of the
building shall be allowed to remain provided that the aggregate sign area of all
signs remains below the 315 square foot maximum allowed by the building's
frontage. This is to be confirmed with the Community Development Department
prior to obtaining a building permit.
