RESOLUTION NO. 3086
A RESOLUTION OF TilE CITY COUNCIL OF TilE CITY OF
ARROYO GRANDE PARTIALLY UPHOLDING AND
PARTIALLY DENYING THE APPEAL OF AMENDED
PLANNED SIGN PROGRAM CASE NO. 94-114A AND
AMENDED VARIANCE CASE NO. 94-186, 525 TRAFFIC WAY
WHEREAS, on June 6, 1995 the Planning Commission held a public hearing pursuant to
State Law and City Codes on Amended Planned Sign Program Case No. 94-114a and amended
Variance Case No. 94-186; and
WHEREAS, after due study, deliberation and public hearing, the Planning Commission
approved said applications; and
'WHEREAS, on June 27, 1995, Reynolds Ritchie, an owner of nearby property, filed an
appeal of the Planning Commission's approval of said applications; and
~THEREAS, the City Council of the City of Arroyo Grande held duly noticed public
hearings on July 25, 1995, and August 8, 1995, to consider said appeal; and
WHEREAS, at said public hearings, Reynolds Ritchie and adjacent property owners stated
that tight from the proposed sign would be a nuisance and the proposed sign could cause view
obstructions; and
~THEREAS, at said public hearing, the applicant's sign contractor demonstrated methods for
reducing the illumination of the sign; and
WHEREAS, after due study, deliberation, and public hearing, the City Council finds that
the following circumstances exist:
1. Lighting of the proposed sign may impact neighboring properties by producing tight and
glare that affect the ability to enjoy said properties.
2. Technology exists to decrease the illumination of the sign, such that less tight and glare will
be produced by the sign while still allowing the sign to attract business. Implementation of
this technology witt reduce the impact of the sign on neighboring properties to an
insigni ficant level.
3. The distance of the sign from residential properties, and the height of the sign will cause the
sign to have an insignificant impact on views.
4. The findings made by the Planning Commission, contained in Resolution 95-1511 for
approval of Amended Variance Case No. 94-186 are appropriate and are incorporated herein
by reference.
5. The findings made by the Planning Commission, contained in Resolution 95-1512 for
Amended Planned Sign Program Case No. 94-114a are appropriate and are incorporated
herein by reference.

NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande
hereby partially upholds the Appeal of Amended Planned Sign Program Case No. 94-114a and
Amended Variance Case No. 94-186 by imposing the following new conditions of approval:
1. The applicant shall install lamp sleeves with heat sinks on the high output fluorescent tubes.
2. The applicant shall apply diffuser coating to the sleeves, per approved National Sign
standards.
These conditions reduce the illumination by 50% from the current proposal. These conditions --.'
decrease the illumination of the sign, such that less light and glare will be produced by the sign while
still allowing the sign to attract business. These conditions will reduce the impact of light and glare
from the sign on neighboring properties to an insignificant level.
Based on imposing the above conditions, the balance of the appeal is denied. The City Council finds
that the proposed sign will not impact views and will provide a benefit for the business by allowing
better freeway visibility.
On motion of Council Member Souza , seconded by Council Member Lady , and
by the following roll call vote, to wit:
