RESOLUTION NO. 3085
A RESOLUTION OF THE CITY COUNCIL OF n~E CITY OF ARROYO GRANDE
AUTHORIZING THE TEMPORARY CLOSURE OF PACIFIC COAST RAILWAY
PLACE, NORTH OF ALLEN STREET, FOR A BLOCK PARTY
WHEREAS, California Vehicle Code Section 21101 (e) authorizes municipalities
the abil ity to requi re designation of any street temporarily closed for celebrations
or other local special events or other purposes when in the opinion of the local , I

authorities having jurisdiction such closing is necessa ry for the safety and I
protection of persons who are to use that portion of the. street during the temporary
closing and such closing must be adopted and provided for by resolution; and
WHEREAS, Mr. Norman Larson has requested that Pacific Coast Railway Place north
of Allen Street be temporarily closed between the hours of 1 p.m. and 4 p.m. on
August 5, 1995, for the purpose of conducting a block party; and
WHEREAS, the Department of Public Works, the Police Department, and the Fire
Department have no objections provided that emergency vehicle access will be provided
if needed during the temporary closure of the street; and
WHEREAS, it is the opinion of the City Council of the City of Arroyo Grande that
such block parties provide a form of neighborliness and facilitate understanding of
problems within a neighborhood, and that such closing is necessary for the safety
and protection of persons who are to use that portion of the street during the
temporary closing for the block party.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE HEREBY RESOLVES
AS FOLLOWS:

Street between the hours of 1 p.m. and 4 p.m. on August 5, 1995, Is hE:lrobv
authorized.
Section 2. All individuals participating in the block party ~re required to
erect suitable barriers across the entrance to Pacific Coast Railway Place n0rth of
Allen Street giving due consideration to the motoring public and the movement of
emergency vehicles in the area.
Section 3. No loud or elevated music or other noise that wou,.j creat9 i::I
disturbance shall be permitted.
..s..~t ion 4. Per Arroyo Grande Municipal Code, no alcoholic beverages shall be
consumed on City streets or sidewalks.
Secti on 5. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the Office of the City Clerk.
