SUBJECT: CONSIDERATION TO APPROVE THE PURCHASE OF A
REPLACEMENT PUMP AND PIPE COLUMN FOR WELL NO. 6

RECOMMENDATION:
It is recommended the City Council:
1. Approve the purchase of a replacement vertical turbine pump and pipe column
for Well No. 6 in the amount of $14, 120; and
2. Authorize an appropriation of$7,000 from the Water Fund.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The funding fer the replacement pump and pipe column will b~ from two sources. The
Water Fund will contribute $7,060 and the Parks Department will contribute $7,060.
The Water Fund account 640-4711-5603 will r~quire an appropriation from the Water
Fund balance of $7,000 to support this replacement. Restoration work will involve
approximately 40 manhours.
BACKGROUND:
Well No. 6 is the City's irrigation well that was drilled in 1956. The pump and pipe
co.lumn were replaced in 2005. During the we'ek of December .31, 201.2 the JDUmp shaft.
broke 130 feet down the we'll, at the pump. The vertical turbine pump and pipe c0lumn
were removed and inspected.. The pump showed signs 0.f bearing failure and the
recommendation from the contractor, M & W Pumps, Inc. was to replace the pump and
inner column and a portion of the 6-inch column pipe. Quotations were obtained from
three (3) licensed well pump contractors. The lowest responsible quotation was from M
& W Pump, Inc.
ALTERNATIVES:
The following alt~rnatives are provided for the Council's consideration:
1) Approve a purchase· b'rder in the amount of $14,t20 and autherize an
appropriation of ·$7,000 from the Water Fund;
2) Do not approve the purchase order and appropriation;
3) Modify as appropriate and approve staff's recommendation; or
4) Provide direction to staff.

ANALYSIS OF ISSUES:
Well No. 6 is part of the Elm Street Park/Soto Sports Complex irrigation system. The system
utilizes stored storm water from the retention basins and the well to provide non-potable water
to irrigate the Park/Complex and also provide construction water. The irrigation system has
been in service since 1986 and on average saves 100-acre feet of potable water per year. In
addition, on average $6,000 per year for the last ten years was reeeived from sales of
construction water.
ADVANTAGES:
Replacement of the pump and pipe will allow continuecl use of non-poJa!Dle water to irrigate the.
Park/Complex.
DISADVANTAGES.:
Ne disadvantages are evident.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, February 7,. 2013. The
Agenda and staff report were posted on the City's website on Friday, February 8, 2013.
No public comments were received.
