The Arroyo Grande Village Improvement Associ53{ipn (VIA) has submitted an application
for a Tem,Porary Use Permit to hoJd a small car show event for .fbe Horseless G'arriage
Olup of America.. The Horseless Carriage Clqb of America (HOGA) is a car collector
and enthusiast club with a particular interest in pioneer gas, steam and electric motor
vehicles built or mamJfactured prior to January 1, 1.916. The HOGA seeks te preserve
and restore autolJ]obiles of this ,era as well as promote the preservation of their
historical. value. This is often accomplished by completing "tours" as well as helding
educational events such as the eVeht being proposed.
ANALYSIS OF ISSUES:
The VIA is seeking a Temporary Use Permit to use Heritage Square Park on Tuesday,
February 19, 2013 for the HCCA event. Additionally, the VIA requests the exclus'i\te use
of street parking surrounding Heritage Square Park on Mason, Nelson, and Short
Streets, with "No Pcirking" restrictions and enforcement during the event. The event will
be held from 10 am until 4 pm. The HCCA will bring approximately 40 pre-1916 cars
and display them around Heritage Square Park, allowing visitors to see and lear.n about
the vehicles. Although street parking will be limited, vehicular access will be .maintained
along Mason, Nelson, and Short Streets during the event. The HCCA is working in
conjunction with the VIA to help ensure a successful event.
The proposed event has the potential to impact traffic in the vicinity of Heritage Square
Park. This impact ·to traffic is a result of the use 0f street parking around the event for
the displ53y of the horseless carriages, as well as the movement of .approximately 500
visitors around the Village area. However, due te the limited expanse of activity area,
the impact on traffic is anticipate·d to reflect that of a typical weekend in the Village.
Therefore, it is not projected to cause significant traffic issues.
ALTERNATIVES:
The following alternatives are provided for the Council's consider13tion:
Adopt the attached Resolution;
Modify as appropriate and adopt the attached Resolution;
Do not adopt the attached Resolution;
Provide direction to staff,
ADVANTAGES:
The event projects to draw approximately 500 visitors to the City and will serve as an
opportunity for education and building of community. Locating the event near the
Village will allow visitors to explore Arroyo Grande's historic district and potentially boost
commercial activity in the area.

DISADVANTAGES:
The event proposes to restrict street parking around Heritage Square Park for the
duration of ·the event However, adequate public parking facilities· are located ih the
vicinity of the. event including Olohan Alley, Le Point Street, and the Gar Cerral. The
event also has the potential to impact traffic' surrounding the event area. This impact is
ahtieipated fo reflect typical traffic conditions experienced during weekends in the
Village.
ENVIRONMENTAL REVIEW:
In compliance With the California Environmental Quality Act (CEQA), the Community
Development Department has determined that this project is Categ:orically Exempt per
Section 15304 (e) of the CEQA Guidelines~ regarding minor temporary uses ef land. If
the Council. does not think that this determination is appropriate, project approval shall
n0t be considered.

.ARROYO GRANDE AUTHORIZING THE USE OF CiTY PROPERTY
FOR THE HORSELESS CARRIAGE CLUB OF AMERICA EVENT
ON TUESDAY, FEBRUARY 19, 2013 AT HERITAGE SQUARE
PARK; TEMPORARY USE PERMIT NO. 1.3-003
WHEREAS, the Arroyo Grande Village Improvement Associatton (AGVIA),. in conjunction with
the Horseless Carriage Club of Ameriea (HCCA), have requested the use of He~itage Square
Park· and public. street parking adjacent to the park as outlined below, for the dispiay· of pre-
1916 era motorvehicles for an educational and public outreach event; and
WHEREAS, members of the AGVIA will be responsil:>le for costs associated with any traffic
control, cleanup, and payment of all related fees and costs for use of City property :and City
employee time related to the event; anc:l
WHEREAS, the event will benefit the public welfare by serving as an opportunity for: educcition
and building of community.
NOW, THEREFORE, .BE IT RESOLVED that the City Council of the City of Arroyo Grande does
hereby approve Temporary Use Permit 13-003 authorizing the following actions and use of the
following deseribed City property for the Horseless Carriage Club of America event subject to
compliance with all conditions of approval as described in Exhibit "A" attached hereto and
incorporated herein by this reference:

CONDITIONS OF APPROVAL FOR
TEMPORARY USE PERMIT NO .. 12'-030
This approval authorizes the use of City property for the Horseless Carriage Club of America
.event from 1-0 am to 4 pm on Tuesday, February 19, 2013 at Heritage Square Park.
General Condition·s
1. The Arro(yo Grande Village Improvement Association (AGVIA) shall ascertain and
comply with all State, County and City requirements as are 1 applicable to this project.
2. The eve.nt shall occur in substantial conformance with t_he application and plans on file
in the Community Development Departr:nent.
3. The AGVIA shall comply with afl the conditions of the City Council Resolution adopted
on February 12, 2013.
4. The AGVIA shall agree to defend,. indemnify and hold the City, its agents, officers, and
employees harmless., at its sole expense from any action brought agaiost the Cjty, its
agents., officers, or employees because of said approval, or in the a"lternati_ve, to
relinqulsh such approval. The AGVIA shall reimburse the City, its agents, officers, or
employees, for any court costs 13nd attorney's fees which the City, its agents, officers,
or employees may be required by a court to pay as a result of such action. The City
may, at its sole discretion, parti¢ipate at its own expense in the defense '.of any such
action but such participation shall not relieve the AGVIA of his/her obligations under
this condition.
5. To the full extent permitted by law, AGVIA shall indemnify, defend and hold harmless
the City, its agents, officers,. and employees from and against any liability (ihtluding
liability for claims, suits, actions, arbitration proceedings, administrative pr:oceedings,
regulatory proceedings, losses, expenses or costs of any kind, whether actual, alleged
or threatened, including attorney's fees and costs, court costs, interest, defense costs,
and expert witness fees), where the same arise out ot are a consequence of, or are in
any way attributable to, in whole or in part, this Temporary Use-Permit except liability
arising out of the proven sole negligence of the City.
Public Works Department Conditions
6. The AGVIA is responsible for providing trash bags and restroom supplies for the
event. Any supplies the Public Works Department may need to provide: must be
reimburs.ed by the AGVIA.
7. The AGVIA shall have an individual designated to periodically inspect the restrooms
and waste containers. That i11dividual shall be responsible for maintaining the
cleanliness of these areas and gathering and disposing of all debris.
8. The AGVIA shall reimburse the City for electrical costs a~sociated with special events.
Specifically, costs for the outlets by the Rotary Bandstand shall be reimbursed.
9. The AGVIA shall reimburse the City for the costs of any'. Public Works staff services
required for this event, including, but not limited to, restroom maintenance, trash, etc.

Engineering Division Condition·s
11. Restroom facilities and signing shall be provided by the AGVIA as reqliired.
12. The AGVIA shall provide a $1,000,000.00 comprehensive general liability insurance
policy naming the City .as additional insured by February 1 §, 201:L
1 3. The AGVIA shall reimburse the City for the costs of Engineering Division .services and
any ether City services requir:ed for this event.
Building and Life Safety Division Conditions
14. The project shall comply with the most recent .edition et the California State Fire and
Building Codes and the. Uniform Building and Fire Codes as adoptea by the City of
Arroyo Grande. Specifically, .all temporary-wiring provisi0ns of the N.E.C. must be
met.
15. The Building and Life Safety Division must inspect all generators and temporary
electrical service prib(to the opening .of the event

Fire Chief.
1 7. The use of genercitors must be reviewed and approved by the BL1ildihg Official.
18. All fire lanes rrtust be posted and enforced in accordance with Police and Fire
Department guidelines. Fire lanes and access must be approved by the Fire Chief.
19. The AGVIA shall identify an individual to act as liaison with the Fire Department for the
purpose of maintaining life and safety.
Police Department Conditions
20. All temporary "No Par.king" signs shall be posted a minimum of 4,8 hours prior to event
setup (by 10:00 am .. Sunday, February 17, 2013).
21 . The AGVIA shall provide and place all "No Parking" signs,
