Final Tract Map 3018 Subdividing 5 AcresTO~ FROM: BY: SUBJECT: DATE: MEMORANDUM CITY COUNCIL ~(/ TERESA McCUSH~ COMMUNITY DEVELOPMENT DIRECTOR MIKE LINN, ASSISTANT CITY .ENGINEER CONSIDERATION TO APPROVE FINAL TRACT MAP 3018; SUBDIVIDING 5 ACRES OF VACANT LAND AT THE NORTHWEST CORNER OF WEST BRANCH STREET AND OLD RANCH ROAD INTO FOUR (4) SIN.GLE FAMILY RESIDENTIAL LOTS AND ONE (1) PUBLIC FACILITY LOT FEBRUARY 12, 2013 REOOl'JIMENDATION: It is recommended the City Council approve Final Tract Map 3018, sul:>dividing 5 acres of vacant land at the northwest corner of West Branch Street and Old Ranch Road into four (4) Single Family Residential Lots and one (1) Public Facility Lot. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The subdivision will enable the City to proceed with the sale of three lots, projected to generate approximately $640,000 in reyenue. The recommended action will not result in any impact on staff resources. BACKGROUND: The proposed tract is located at the northeast corner of West Branch Street and Old Ranch Road and is composed of four (4) residential lots and one public facility lot. On May 26,. 2009, the City Council approved a Memorandum of Understanding with the County of San Luis Obispo to acquire property for a new police station contingent upon Gen"er:al Plan and Developmer:it Code amendments and associated tentative maps. On September 22, 2009, a General Plan Amendment; Zoning Amendment for char:iging the land use designation; zoning from Community Facility/Public Facility to Medium Density/Single Family districts, and the tentative tract map were approved by the City Council, subject to extensive conditions of approval. The conditions included requirements from the Planning, Building, Police, Fire, Parks anc:l Reereation, and Public Works departments. The Final Map is in suostantial conformance with the approved tentative tract map. The conditioned improvements will be. constructed by the City prior to sale or the developer upon development of the subdivision. It is proposed to utilize the revenue derived from selling the property for the Police Station project. It has not yet been determined whether the westernmost lot will be recommended for sale. It may be determined beneficial. to maintain the one lot for access purposes and/or parking. ALTERNATIVES: The following alternatives are provided for the Gouncil's consideration: -Approve the Final Map; Do not approve the Final Map; or Provide direction to staff. ADVANTAGES: Approving the Final Map will formally subdivide the property and substantially enhance its value. Sale of the property will provide much needed revenue to the City.· DISADVANTAGES: There are no disadvantages identified with approving the Final Map at this time. ENVIRONMENTAL REVIEW: An environmental review is not required as this is a ministerial item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, February 7, 2013. The Agenda and report were posted on the City's website on Friday, February 8, 2013.
