RECOMMENDATION:
It is recommended the City Council: 1) approve the appointments to various City Cqmmissions,
Boards and Committees, pursuant to the attached lists; and 2) approve modifying the criteria
for the City Charter Advisory. Committee to allow members representing the Village
\_ Improvement Association and Chamber of Commerce to live outside the City if they have a
business within the City.
IMPACT TO FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact and minimal staff impact from this action.
BACKGROUND:
On January 14, 1997, the City Council adopted Ordinance No. 481 C.S. amending the
composition of applicable Commissions, Boards and Committees from seven to five members
and adopted Resolution No. 3192 est~blishing Council policy as it relates to the appointment
procedure to various Commissions, Boards and Committees. The Ordinance states that the
Mayor and each respective member of the Council shall appoint a representative to the various
Commissions, Boards and Committees subject to the approval by a majori.ty· of the Council:
All Commission, Board and Committee members serve at the pleasure of the Council.
Additionally, on December 14, 2012, the City Council directed staff to proceed with formation
of a City Charter Advisory Committee ("Committee"). The objective of the Committee is to
develop recommendations on the content of a proposed charter, as well as whetlier to proceed
with the proposed ballot measure. The membership of the Committee will be comprised of a
number of community representatives including five (5) citizen representatives, one appointed
by each Council Member.
At the time the Council approved the makeup of the Committee, it was established that all
members would be required to be residents of the City. Since the Village Improvement
Association and Chamber of Commerce are organizations that .represent the business

community, it is recommended that this requirement be modified to allow those representatives
to live outside the City if their businesses are within the City.
ANALYSIS OF ISSUES:
After each election year, the City Council makes appointments and/or reappointments to the
various City Commissions, Boards and Committees. Mayor Ferrara and Council Members
Guthrie and Ray have solicited applicants to serve on the various Commissions, Boards and
Committees, or are recommending reappointments of existing members whose current term
ends January 31, 2013. Each of the recommended appointments and/or reappointments is
attached. Copies of the applications have been distributed to Council under separate cover
and are available for public review at City Hall.
In addition to these appointments, the City Council recently approved formation of a City
Charter Advisory Committee. Each Council Member has recommended appointment of a
citizen representative to the Committee.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1) Approve the recommended appointments and/or reappointments;
2) Do not approve the recommended appointments and/or reappointments;
3) Provide direction to staff.
ADVANTAGES:
These appointments will provide full City representation on the various City Commissions,
Boards and Committees. The proposed appointments are consistent with past practice.
DISADVANTAGES:
No disadvantages are identified as long as the appointments reflect the desired representation
by the City Council on these Commissions, Boards and Committees.
ENVIRONMENTAL REVIEW: .
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, January 17, 2013. The Agenda and
report were posted on the City's website on Friday, January 18, 2013. No public comments
were received.
