Acceptance of E Grand Ave Concrete Repair ProjectMEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, DIRECTOR OF PUBLIC WORKS MIKE LINN, ASSISTANT CITY ENGINEER BY: SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE EAST GRAND AVENUE CONCRETE REPAIR PROJECT, PW 2012-08 DATE: JANUARY 22, 2013 RECOMMENDATION: It is recommended the City Council: 1. Accept the improvements as constructed by R. Burke Corporation for the East Grand Avenue Concrete Repair Project; and 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The amended project budget included $43,000 for the East Grand Avenue Concrete Project. The actual total construction project cost, including authorized construction changes, is $40,649. The estimated total cost of the project; including all design, construction, construction administration and Public Works construction costs, is $41,000. The recommendation will not result in any impact on staff resources. BACKGROUND: On September 25, 2012, Council awarded a construction contract to perform the East Grand Avenue Concrete Repair Project to R. Burke Corporation for $39,194 and authorized the City Manager to approve change orders in the amount of $3,194. The project scope of work involved the replacement of concrete sidewalk, curb and gutter, and driveway approach segments along East Grand Avenue, between Elm Street and Halcyon Road, that have experienced damage from adjacent trees. All asphalt pavement patching was performed by City crews following the concrete placement. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Approve staff's recommendation; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Guidelines Section 15301 (c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted on Thursday, January 17, 2013. The agenda and staff report was posted on the City's website on Friday, January 18, 2013. No public comments were received as of the time of preparation of this report. Attachment: 1 .
