SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY

RECOMMENDATION:
It is recommended that the City Council adopt the attached Resolution declaring used
vehicles, equipment, and miscellaneous items as surplus and authorizing the items for
sale, donation, or disposal.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Upon sale of surplus items, the City could realize revenue of up to $20,000. Impact to
personnel resources would involve an employee to be at the Corporation Yard during
the auction.
BACKGROUND:
The list of surplus items represents used vehicles, equipment, and miscellaneous items
from various departments. The vehicles are old police cars and work trucks that have
been or will be replaced. The surplus list also includes miscellaneous Public Works and
Recreation equipment, materials and computer related equipment.
A public auction will be conducted to sell some of the surplus items in conjunction with
the sale of items from other jurisdictions, by Bill Phelps Auction Services on May 11,
2013 starting at 10:00 am at the City Corporation Yard. Surplus computer related
equipment identified by IT and Police Department staff will be sold through
PropertyRoom.com pursuant to an existing agreement previously approved by the
Council.
ANALYSIS OF ISSUES:
The last public auction was held on April 18, 2009. Since this sale, numerous vehicles
and pieces of equipment have met or exceeded their service term as defined by
Administrative Policies #C-006 and C-007. The sale of surplus items frees up storage

space, reduces clutter and restores inventory to manageable levels. The sale also
provides our local citizens a chance to purchase items they helped the City acquire.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Adopt the Resolution declaring items as surplus and authorizing the items for
sale, donation or disposal;
Do not adopt the Resolution; or
Provide direction to staff.
ADVANTAGES:
The City could realize much needed revenue of up to $20,000 and clean up storage
areas.
DISADVANTAGES:
No disadvantages are apparent.
ENVIRONMENTAL REVIEW:
No environmental review is required for this auction.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, April 18, 2013. The Agenda
and staff report were posted on the City's website on Friday, April 19, 2013. No public
comments were received.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE DECLARING ITEMS TO BE
SURPLUS AND AUTHORIZING THE ITEMS FOR SALE,
DONATION OR DISPOSAL
WHEREAS, the City has in storage certain property consisting of vehicles, equipment,
and miscellaneous items ("items") which are no longer used; and
WHEREAS, storage space is at a premium and there is a need to dispose of surplus
property; and
WHEREAS, the items can be classified as surplus property and made available for sale
or donation to private parties or disposed of.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo
Grande does declare as surplus the property listed on the attached Exhibit A, and
authorizes staff to sell/dispose of said property.
