IRRIGATION PROJECT
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by John Deere Green Tech in
accordance with the plans and specifications for the Centralized Irrigation
Project;
2. Direct staff to file a Notice of Completion; and
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
$135,000 was originally budgeted through the Capital Improvement Program for the
Centralized Irrigation Project. The project budget was later amended to $93,550. The
actual total construction cost for the subject project, including authorized construction
changes, was $93,305. The total cost of the project, including all design, construction,
contract administration and testing costs, was $93,540.
BACKGROUND:
On September 13, 2011, the Council awarded a construction contract to perform the
Centralized Irrigation Project for $89,599.97 and authorized the City Manager to
approve change orders up to 15% of the amount of contract. The project scope of work
was to install a satellite based centralized irrigation system in most of the City's major
parks and landscaped areas, including:
• Rancho Grande Park, 500 James Way
• Strother Park, 1150 Huasna Road
• Heritage Square Park, 205 Nelson Street
• City Hall / Olohan Alley area, including Kiwanis Park, Centennial Park, 214
East Branch, 300 East Branch, and 100 Olohan Alley
• Kingo Park, Courtland and Loganberry Streets
• Parkside Park, 401 N. Bakeman
• Hart - Collett Memorial Park, 201 Traffic Way

ANALYSIS OF ISSUES:
The contractor has completed the work and constructed all project improvements in
accordance with the approved plans and specifications. There are no outstanding
issues.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
- Approve staff's recommendations;
- Do not accept the project improvements; or
- Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project and return any remaining funds to the fund balance. This system will allow the
City to manage its irrigation system more efficiently. Of particular importance, it will now
be more feasible for staff to shut off sprinklers during wet weather.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one -year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
No environmental review was required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, May 9, 2013. The Agenda
and report were posted on the City's website on Friday, May 10, 2013. No public
comments were received.
